AMERICAN BASS FISHING TOURNAMENT
Request permission to grant approval to the American Bass Fishing Club to utilize
Rainbow Park and facilities from Saturday, June 18 through Friday, June 24, 2005, from
5:00 a.m. to 5:00 p.m., for their Bass Fishing Tournament, in accordance with the attached
letter of request.
CABELA'S MASTERS WALLEYE CIRCUIT TOURNAMENT

Request permission to grant approval to Cabela's Masters Walleye Circuit to utilize
Menominee Park and facilities from Wednesday, June 22 through Sunday June 26,2005,
from 5:00 a.m. to 6:00 p.m., for their MWC Fishing Tournament, in accordance with the
attached letter of request.

SAWDUST DAYS
Request permission to grant approval to the Oshkosh Sawdust Days Committee to utilize
Menominee Park and facilities from Sunday, June 26 through July 6, 2005, from 7:00 a.m.
to 11 :00 p.m., for their Sawdust Days Celebration, in accordance with the attached letter
of request.

BIKERS DOWN INFORMATIONAL WEEKEND
Request permission to grant approval to Bikers Down, Inc. to utilize South Park and
facilities on Friday, Saturday and Sunday, July 1, 2, and 3, 2005, from 9:00 a.m. to 9:00
p.m., for their annual informational weekend, in accordance with the attached letter of
request.
6. FLW WALLEYE LEAGUE TOURNAMENT
Request permission to grant approval to the FLW Walleye League to utilize Menominee
Park and facilities on Saturday and Sunday, July 9 and 10, 2005, from 5:00 a.m. to 5:00
p.m., for their annual Walleye League Tournament, in accordance with the attached letter
of request.

4TH ANNUAL BAYSHORE 5K CHARITY RUN/WALK
Request permission to grant approval to the UW-Oshkosh Men's and Women's Cross
Country Teams to utilize Menominee Park, the gazebo and facilities, on Saturday, July
16, 2005, from 6:30 a.m. to 12:00 noon, for their 4th Annual Bayshore 5K Charity
Run/Walk, in accordance with the attached letter of request.
8. JAYCEES EASTER EGG HUNT
Request permission to grant approval to the Oshkosh Jaycees to utilize South Park and
facilities on Saturday, March 26, 2005, from 7:30 a.m. to 1 :00 p.m., for their 6th Annual
Oshkosh Jaycees Easter Egg Hunt, in accordance with the attached letter of request.

The American Bassfishing Club is a national draw toUl113ment oirc\1Ït that provides affordable weekend tournaments
to the working angler, and children. The objective of the club is to introduce and promote Ihe sport oftoumament
bass fishing to anglers who have felt unqualified or intimidated by large fields and entry fees. In addition, we also -
offer a unique junior program. that encourages the participation of junior anglers pared with an adult, but competing
in there own separate tournament against other junior anglers. The American Bassfishing Clnb was founded by Dan
Jackson in 1997 and bas well over 2000 members :from IS different circuits, spanning 13 different states.
The junior program puts children on the water with an. adnlt mentor at over 100 tournaments each season. The jUDior
anglers are taught the joys of fishing as well as the respect for our natural resources. These teachings hopefully will
help cany them into adulthood with a better understanding of our natural resolU'ces and a better ability to cany on the
future of both. recteational and tournament fishing.
In S1lUlIl1eJ)', we expect to attract a field of boats totaling approxîn1ately 60-120
boats. Based on the council approval, we are looking forward to having our club visit Oshkosh in 2005. If you have

RE: Request for permission and details on intended use of Menominee Park and Miller's Bay
Area, for the days of June 22 - June 26, 2005...during approved hours and according to the rules
governing such use by the Department of Parks, Oshkosh, Wisconsin.
To Whom It May Concern:
With your permission, it is the intention of the Cabelafs Masters Walleye Circuit (MWC) to sponsor the Cabela's
Masters Walleye Circuit (MWC) Fishing Tournament on the above-mentioned date and place. Launching will
take place out of Miller's Bay with parking for boats and trailers in the lot and overflow to the north grassy area.
Weigh-in and other tournament activities will be held on the set of docks and grassy area near the gazebo and
train tracks. We have reserved Shelter 3, Shelter 4 and the Gazebo so that our event does not interfere with
another event that might otherwise occur in the immediate vicinity of this tournament. .
With your permission, the MWC will be held at Menominee Park and Miller's Bay. All rules and regulations
governing the use of this facility and all park properties will be strictly adhered to. All permits required attendant
to .the use of the park have been applied for. We will be insured, as required, to protect participants.
Tentative Timeline According to Past MWC Events:
Wednesday - June 22: Cabela's Bus will arrive along with Service Tech Trailers
Thursday !Friday - June 23/24: Set up to include tents, banners, seating and positioning of bus and stage
Saturday/Sunday - June 25/26: Tournament
The event will be under the general chairmanship of Kristine Houtman, MWC Onsite Director, along with the
Oshkosh Convention & Visitors Bureau and Sarah Long as Co-Tournament Directors. Should you have

Dear Tom, Trish and Jenny:
This letter is in reference to the Cabela's Master Walleye Circuit (MWC) 2005 Fishing Tourney to be held at Menominee
ParklMiÎÌer's'ßayJune 25-26, 2005. Included iD,tþ,iscorresp<>Qdence is infonnation in reference to this tournament. .
1. Cabela's Bus and Service Tech Trailer willarrlve sometime on Wednesday. As was the case for the 2004 Tournament,
request is being made to allow Cabela's staff to stay overnight in the motor coach bus Wednesday, June 22 through Sunday night
June 26, bus will be pulling out Monday, June 27 fIrst thing in the morning.
2. Bus, trailer, staging, seating and tents to be set up in grassy area between Miller's Bay and the pond. Actual set up of that
area will occur Thursday, June 23 and Friday, June 24. We would ask for the assistance of the DACC workers on those dates.
3. Boats will be coming in for weigh-ins on both Saturday afternoon, June 25 and Sunday afternoon, June 26 along the docks in
that area. We request that the docks are posted prior to tournament days (Saturday and Sunday) to avoid the possibility of someone
overnight docking along that set of docks and impeding the flow of boat traffic for the tournament weigh-ins.
4. Parking for trucks and trailers will be in the parking lot adjacentto Miller's Bay and we request overflow to the north grassy
area for Saturday, June 25 and Sunday, June 26. This is the same set up that was utilized for 2004.
5. Please reserve the Gazebo, Shelter #3 and Shelter #4 for Saturday, June 25 and Sunday, June 26. (If another party wanted to
utilize Shelter #4, I don't think that would be a problem - as long as they were made aware of the MWC event and the fact that there
will be a number of people and vehicles in the area on those dates. We can discuss it if it comes up.)
6. We would like to do a pennit buy-out for launching on Saturday, June 25 and Sunday, June 26. The tournament is expected
to fill again for 2005, so there will be 200+ boats participating. As per discussion, the fee to buy-out for 2005 is $500.
7. Per discussion with Jenny, we request the use of storage for sodalbuns/meat, etc. in the concession stand by the train depot
similar to 2004 usage.
8. Use of park barricades for direction of traffic flow is requested. We will direct traffic through the park similar to the 2004
tournament - barricades were useful in the early a.m. when participants were coming into the launch area for boat inspections.
9. Use of parks department golf carts is requested, if available.
10. Extra barrels for trash in immediate area of tournament activities is requested.
11. , Electrical setup for Cabela'sbus (see attached) is requested. Scooter accommodated this request for 2004 tournament.
12. ,Use of three sets of bleachers in staging area' is reqûêst~-;! fo,r s~atipg.' We utilized these bleachers for the 2004 tournament.
13. Request ground to be marked for uridérgroundelectricallines in order for tents and banners to be staked in the ground.
I think this covers the ~ajority of details at this point. The tournament will essentially follow the same set up and protocol as was
utilized for the 2004 tournament with the exception of the weigh-in. Weigh-jn and weigh-in activities will now occur on the grassy
area between the pond and Miller's Bay and the docks that run along the south end of Miller's Bay instead of the area and docks
behind the Kiwanis Shelter. Pleaseletme know if you have any questions. We look forward to working with Jenny and the guys
next summer. They were awesome!

Electrical Requirements

NEMA 14-50R receptacle
Electrical requirements for motor coach and office trailer are two (2) 220V 50amp circuit for the
coach and the office trailer.
The 220V receptacle must comply with NEMA 14-50R specifications. Known compatible part
numbers are Leviton 279 and Bryant 9450-FR Receptacle shall be oriented such that the ground
prong must be on the top.
All attempts should be made to use commercial power on a separate meter. In the event that
other entities are also being supplied from the meter location an attempt should be made to
determine what percentage of the power usage and load is billable to Cabela's Promotions, Inc.
In the absence of availability of commercial power a backup telecommunications or hospital
generator of at least 20kW capacity may be substituted. This unit should be diesel powered and
must be sound insulated. The connection panel(s) must provide the same configuration as stated
above. This option may only be implemented when the cost of providing commercial power is
prohibitive. .

Dear Mr. Stephany:
The Oshkosh Sawdust Days Committee would like to submit our formal request for the use of
Menominee Park for the 2005 festival which will run Thursday, June 30th through Monday, July 4th,
2005. We would like to reserve the shelters as we have in the past.
Tip Top Shows will begin arriving, Sunday, June 26th to begin general set-up. At this time, we would
like to close off a portion of the parking lot east of the lighted ball diamond. We will begin closing off
Pratt Trail at the Parkway Avenue intersection, restricting some traffic from Irving and Hazel and
closing it to the public probably by June 28th. We wiJI work with you regarding the open areas for
boaters. Sawdust Days will begin setting up June 28th and will complete tear down on July 6th, 2005.
The hours for the festival and Tip Top show would be as usual, music off by 10:30 PM but the rides
will sell tickets until 11 :00 PM. When a schedule has been developed we will submit it with specific
hours for opening each day.
Our Historical Village would like to use the same area along the water near the point and the pump
house. The participants and public never seem to get over the beauty of our park and the enjoyment
they receive from our living history. This will enable us to keep the major portion of the park open to
the public and allow closer parking for them. Since we like to keep the park clear for the public, the
re-enactors request permission to park their support vehicles on the grass north of the lighted ball
diamonds, east of Webster Stanley School. That area worked out very well in the past and created
no difficulties. We would like to have permission for street parking as in previous years.

The committee will be in charge of the History Village so that strict guidelines for care and cleanup of
the grounds will be rigidly enforced. We will work closely with you and the city regarding any of the
particular details required to address this issue.
There are some special concerns that have come to the Sawdust Days Committee; we would like to
address each waiver in an attempt to prevent misunderstandings. The committee for the re-enactors
woula like to request an open fires permit. They are very cautious and use well contained fires for
cooking and demonstrating their way of life. The sod is removed and replaced so the area will remain
intact when they leave. A few of the history vendors use souvenir glass bottles which are to be
refilled with beverages such as root beer or sassafras.
We would like to request a waiver of the glass bottle ordinance for the re-enactors; other vendors
would have to adhere to the ordinance. The re-enactors will be staying in their lodges or tents,
vendors and Tip Top employees by necessity will have to stay in the park overnight so we would like
to request a waiver of the overnight camping ordinance. We plan to post signs stating, "Camping By
Permit Only". The other issue brought to our attention would be a waiver for dogs in the park with
certain stipulations. Owners would have to have proof of rabies, be instructed where to walk dogs,
clean up after them, and keep them on a leash or inside. They will also be supplied with some type of
identification to indicate they are owned by participants of the festival.
The plans for the July 4th parade are progressing well, the parade committee feels much more
confident because of the support they have enjoyed. Doc Sonnleitner and the Viet Nam Vets are
coordinating that committee and I'm sure they will have a great parade.
The committee would like to thank you and the Common Council for all the help and cooperation we
have received to make this community festival a success. We look forward to working with you again
next year. The changes and additions have been well received by the public and we shall continue to
strive for an even better festival. We will be applying for our "Class B" license at a later date.

of our newly created nonprofit organization on the datesJisted above. Bikers Down, Ine
was started ro infonn everybody of the risks associated with being a motorcyclist. Nearly
] 00 people died in Wisconsin while riding motorcycles just in 2003, Most of the time it
is not the motorcyclists fault.
I myself nearly lost my life on July 3, 2003, right here in Oshkosh. I spent three months
in the hospital and I continue to improve on a daily basis. This accident was not my fanl!.
I would like to inform others of the dangers everybody faces on today's highways.
Granted your permission, Bikers Down, Inc. will hold its annual information meeting at
South Park. We will abide by all regulations governing the use of this facility and all
park properties will be strictly adhered to.

To Whom It May Concern:
My name is Eamon McKenna. I am a 2004 graduate of UW -Oshkosh and former
member of the Titan cross country and track teams. The UW-Oshkosh men's and women's cross
country teams, my former teammate Jason Fast, and I are organizing the 4th Annual Bayshore 5K
Charity run/walk. We have done this for the past three years, raising about $2000 per year for
charity. We are again requesting the use of the gazebo at the end of Irving Street inside
Menominee Park. We will need the gazebo from 6:30am to 12 noon on Saturday, July 16th. We
will need a poJice escort to arrive sometime between 8: 15 and 8:30am. The race will being at
8:45am, as it has the past two years. The police escort will be finished by lO:OOam.
In the past three years, we have raised money for battered women and children, for
disease victims, and for homeless families. This year we will be raising money for the Oshkosh
chapter of Mothers Against Drunk Driving (MADD) and for Central Wisconsin Adventures,
which serves at-risk youth. We will again be providing volunteers, free food and drink for the
participants, and be holding an award/door prize ceremony. We will make sure the park is clean
before we leave. We are expecting between 150-200 people total, which includes participants,
volunteers, and observants. We expect no problem with our request, as we have put on this race
successfully for the last three years. We will wait for confirmation, however, before proceeding.
We appreciate the cooperation and support of the Oshkosh Parks and Recreation department, and
of the Oshkosh Police Department.

Dear Mr. Wollangk:
I am writing to request the approval for the 6th Annual Oshkosh Jaycee's
Easter Egg Hunt. As history indicates, this event turns out a rather large
community crowd. This year, it is the goal of the Oshkosh Jaycees to put on a
free event for approximately 1000 -1300 children, from ages 1 -10.
Weare very excited about the Easter Egg Hunt and have been working hard
to obtain local sponsors. The event will take place at South Park on Saturday,
March 26, 2005. Pre-hunt activities are scheduled to begin at 9:00 AM with
the actual "hunt" to begin at 10: 00 AM. The same as previous years, each
child will search for an egg and then redeem it for a prize bag.
In addition, we will be providing entertainment in the form of inflatable
jumpy castles, clowns, face painters, the Oshkosh Police and Fire Department
demonstrations/ displays, special guests and, of course, the Easter Bunny!
We will begin set-up for the event around 7:30 AM. We anticipate finishing
by 1 :00 PM. We have requested an insurance certificate from our insurance
provider and they will mail you an official copy before the event.
The Easter Egg Hunt has developed into a tradition for the Jaycees and the
community of Oshkosh, and the plan is to continue the tradition. If you have
any questions or concerns, please contact me at (920) 303-2266. I hope to
receivè approval for this as soon as possible, as we have a lot of planning to
