AMENDMENT TO CONTRACTOR AGREEMENT
BETWEEN CITY OF OSHKOSH/GO TRANSIT
AND OSHKOSH CITY CAB COMPANY, INC.
This Amendment to the Contractor Agreement dated November 11, 2021, and subsequently
amended in March 2023 and January 2024 (“Amendment”) is made by and between the City of
Oshkosh (“City”) and Oshkosh City Cab Company, Inc. (“Contractor”).
RECITALS
Whereas, the City and the Contractor previously entered into an agreement for paratransit
services entitled Contractor Agreement: GO Transit Paratransit (ADA & Ancillary) Services City
of Oshkosh, and dated November 11, 2021 (“Contractor Agreement”);
Whereas, the Contractor Agreement was amended in March 2023 and again in January 2024 to
provide one-year micro transit intercity services between the City of Oshkosh downtown transit
center and the City of Neenah downtown transit center (“2023 Amendment” and “2024
Amendment” respectively);
Whereas, the micro transit intercity services under the 2023 Amendment and 2024 Amendment
were provided at the same rates established in the Contractor Agreement;
Whereas, the 2024 Amendment for intercity services expired in March 2025;
Whereas, the parties wish to enter into this Amendment to extend the intercity services through
December 31, 2026, and to expand the location of offered intercity services as identified in
Exhibit A attached to this Amendment;
Whereas, additionally, the parties wish to amend the Contractor Agreement to increase the fee
by $2.00 per ride offered by the Contractor;
Whereas, this increase is due to the Contractor’s indication that service costs have risen
significantly, causing a net loss and presenting a risk of service failure;
Whereas, the City has an interest in providing uninterrupted, quality paratransit and intercity
transit service for its residents;
Now therefore, in consideration of the recitals, the terms and conditions contained in this
Amendment, and other good and valuable consideration, the parties agree as follows:
AGREEMENT
1. 2026 Extension: The 2023 and 2024 Amendments are renewed and amended to extend
the Contractor’s intercity transit services between the City of Oshkosh downtown transit
center and the City of Neenah downtown transit center through December 31, 2026.

2. Amended Rates: Effective February 1, 2026 through December 31, 2026 the City shall
pay the following rates:
a. $28.00 per IntraCity Oshkosh Paratransit trip and $33.50 per Rural Program trip.
b. $33.50 per intercity trip between the City of Oshkosh downtown transit center
and the City of Neenah downtown transit center.
3. Expansion of Intercity Services: From April 1, 2026 through December 31, 2026, the
Contractor shall provide additional intercity services as identified in red on Exhibit A.
For these expanded services, the City shall pay the following rates:
a. $28.00 for any ride within the City of Oshkosh
b. $33.50 per intercity trip between Neenah and Oshkosh
Adjustments to transfer points and services may occur upon mutual agreement of
authorized representatives from both parties.
4. Except as modified herein, all terms and conditions of the Contractor Agreement and
2023 and 2024 Amendments shall remain in full force and effect.
