Box 1130 Oshkosh, WI 54903-1130 920.236.5005 http://www.oshkoshwi.gov LONG RANGE FINANCE COMMITTEE MINUTES October 1, 2025 5:00 PM To Whom It May Concern: PLEASE NOTE the City of Oshkosh Long Range Finance Committee will meet on Wednesday, October 1st , at 5:00 p.m., in Room 404 at the Oshkosh City Hall, 215 Church Avenue. The meeting was called to order by Adam BellCorelli-Chair at 5:00pm. Members Present: Adam BellCorelli, Todd Hutchison, Dr. Timothy Bergan, Ryan Lindley Members Absent: DJ Nichols Staff Present: Julie Calmes – Director of Finance Denise Edwards – Finance Management Analyst James Rabe – Director of Public Works ROLL CALL I. Citizen Input:  Residents Steven and Michelle Klinger at 2710 Clairville Road, came to express their concerns about the assessments being placed on their street. The $80k+ will be a detriment to their life and spoke about the burden it will cost them and their neighbors II. Approval of August 6, 2025 minutes:  MOTION TO APPROVE: Todd Hutchison; 2nd Dr. Tim Bergan  CARRIED: Approved unanimously, no added comments III. Introduction of new committee member Ryan Lindley IV. Update: Deferred Payment Agreement Policy was approved by Council on Sept 9, 2025 Resolution 25-467 Finance Department City Hall, 215 Church Avenue P.O. Box 1130 Oshkosh, WI 54903-1130 920.236.5005 http://www.oshkoshwi.gov  Julie explained the new policy approved from the previous Council Meeting V. Review potential deferral options for utility connections and payment of special assessments  James explained the history and updates to the special assessments  Residents want the City to do all that they can to relieve them of this upcoming expense like it was their own family and finances  The committee discussed if they would like the terms to be contingent on Single- Family or all properties, residential and agricultural only  The committee and residents asked staff to look at another funding source VI. Next meeting date and agenda items – December 3, 2025 VII.
