January 5th, 2026

I. Call to Order
Vice Chair Vic Oliver called the meeting to order at 6:00pm and a quorum was declared present.
II. Public Comment
Ms. Oliver asked if there were public comments.
No public comments occurred.
III. Approval of Minutes, November 3rd, 2025
Mr. Spanbauer motioned to approve the minutes. Ms. Reinke seconded the motion.
The board approved the November 3rd minutes 7-0 (Spanbauer/Reinke).
IV. Sustainable Activities and Events
Mr. Klaameyer started with saying that on January 8th, from 1pm-4pm, there will be an event to
make bag lunches for the Hope Fridge at the Winnebago County Democratic Party Office.
On Saturday, January 10th, there will be a Repair Café event at the Downtown YMCA from
10am-2pm.
On Saturday, January 10th, Oshkosh Tool Library will be hosting a Home Energy and Efficient
Tools 101 event. Advocap is donating a blower door testing unit and an infrared thermal
camera to the Oshkosh Tool Library for public use. At the event, Advocap will be teaching the
Oshkosh Tool Library and any other interested individuals how to use the items from 3:30pm-
4:30pm.
Chair Margy Davey arrived at 6:03pm.
On Monday, January 12th, the Oshkosh Healthy Neighborhoods Alliance meeting will feature
Urban Ecology Oshkosh in which they will discuss planting pollinator patches in the
neighborhoods. This event will be at the Oshkosh Public Library from 6pm-7pm.
Wild Ones is hosting Towards Harmony with Nature Conference on Saturday, January 24th
from 8am to 4:15pm at UW-Oshkosh Culver Family Welcome Center.
On Tuesday, January 20th, there will be a free legal assistance clinic at the Oshkosh Public
Library from 4:30pm-6:30pm.
On Saturday, January 31st, there will be an Empty Bowls event at The Howard that all the
proceeds will go to supporting local food pantries from 4pm-7pm.
Ms. Reinke added that the week of January 26th through the 30th is National Winter Salt
Awareness Week.
V. 2026 SAB Calendar / Meeting Dates
Ms. Dziengeleski brought up the calendar and shared that there are meeting conflicts in April,
September, and November for 2026.
There was conversation amongst the board regarding what date would work best for each
month, and it was ultimately decided that each meeting would be rescheduled to the Thursday
of that same week.
Ms. Dziengeleski stated that she will work on getting the rooms reserved for the new dates.
VI. Municipal Code Chapter 14: Post-Construction Storm Water Management Ordinance
Staff Update
Ms. Dziengeleski provided a quick summary of the timeline of the Chapter 14 changes, and
what feedback SAB, Plan Commission, and Common Council provided to staff. She shared that
the Common Council recommended Scenario 5 as written.
Mr. Spanbauer shared context of Common Council’s conversations about the ordinance
changes. He said they focused primarily on the TSS Reduction Requirement for Redevelopment
and whether to pull the Sawyer Creek watershed out because it is more impaired and let other
watersheds have the lower reduction. His personal argument was to leave all watersheds at a
higher level to ensure they are all being taken care of. He also shared that he will be presenting
on this topic at the Fox Wolf Watershed Conference in March.
Mr. Klaameyer asked if he was remembering correctly where these targets were coming from.
He noted that the city has certain mandatory target levels that might not be met by the
proposed figures, though he acknowledged these figures are more practical in present time.
However, he emphasized that these requirements will eventually need to be met, though the
timeline remains uncertain. He expresses curiosity about how this will develop in the future.
Ms. Reinke explained that the change is occurring because the region is divided across
Wisconsin, with each area needing to comply with MS4 permit requirements for stormwater
management. She noted that due to the timing of our region’s watersheds permitting, there is
now a requirement to enhance phosphorus reduction efforts, aiming to eventually remove the
waters from the impaired list. She mentioned that each permit cycle (5 years), there is a
requirement to incrementally improve by a specific percentage. The long-term goal is to fully
achieve the total phosphorus removal needed for the region and water bodies over five permit
cycles (25 years).
VII. GTLC Updates
Ms. Dziengeleski explained that the Green Tier Legacy Communities (GTLC) meet quarterly,
and each quarterly meeting there is usually a theme that the group will hear a handful of
presentations on, deep dive into what other communities is doing, and get resources to share.
She stated that there are other opportunities for webinars such as their Sustainable Strategies
series. She also described that there is an annual scoresheet requirement to be part of GTLC. She
went into what categories and metrics are required to be reported on and how that data can be
used.
Mr. Klaameyer said that it sounds like the categories and metrics that are required, are parallel
to the sustainability plan update in some ways. He is hoping this opportunity will help with
additional information the board would like included in the sustainability plan.
VIII. Agenda Items for Future Meetings
Ms. Davey said the board will revisit 2026 goals at the next meeting.
Mr. Spanbauer asked if an update on Chapter 26 edits and Urban Strategic Plan could be
brought to the next meeting. In addition, an update on the Sustainability Plan and what that
plan looks like moving forward.
Ms. Davey asked for some updates on the implementation plan for the Comprehensive Energy
Plan.
Mr. Spanbauer also added Farmer Markets dates, outreach, and materials.
Ms. Reinke requested a workshop on stormwater utility credits.
