HomeMy WebLinkAboutItem 3 PLAN COMMISSION STAFF REPORT FEBRUARY 3, 2026 ITEM 3: Public Hearing: Zone Change from Multi-Family Residential-12 District (MR-12) to Institutional District with a Planned Development Overlay (I-PD) for Property Located at the South End of Eichstadt Road and East of Vinland Street (Valley Christian School) Applicant/Owner: Valley Christian/Wisconsin Independent Christian Schools Action Requested: The applicant is requesting a zone change from the existing Multi-Family Residential-12 District (MR-12) to Institutional District with a Planned Development Overlay (I- PD) for property located at the south end of Eichstadt Road and east of Vinland Street. Applicable Ordinance Provisions: Zoning map amendment standards - Section 30-381 Property Location and Background Information: The subject area consists of a vacant 8.15-acre property located just south of Eichstadt Road, and east of Vinland Street (parcels 91250190000 and 91250200000). The property is currently zoned MR-12. The surrounding area consists primarily of residential uses to the north, east, and west, with vacant property to the south. On January 13th, 2026, Common Council approved a Comprehensive Land Use Map Amendment from light density residential to mixed use for the subject property. Zone Change – Valley Christian School (WI Independent Christian Schools), owns both the subject property and the adjacent property to the south. They plan to construct a new private high school. The proposed zone change to I-PD is intended to accommodate the proposed school, aligning with the existing Planned Development (PD) Overlay with lands to the south. A Certified Survey Map (CSM) will be required for the lot combinations needed for the subject properties and the property to the south. Staff is supportive of the proposed zone change to I-PD as it will serve to accommodate the proposed plans to construct a new private high school and its future development needs. Findings: In its review and recommendation to the Common Council on an application for a Zoning Map amendment, staff recommends the Plan Commission make the following findings based on the criteria established by Chapter 30-381 (D)(2): (a) Advances the purposes of this Chapter as outlined in Section 30-03 as the proposed zone change will result in compatible zoning with the surrounding area. (b) Maintains the desired overall consistency of land uses, land use intensities, and land use impacts within the pertinent zoning districts as the proposed I-PD zoning designation will be consistent with zoning of neighboring properties. (c) Addresses any of the following factors that are not properly addressed on the current Official Zoning Map: Page 1 ITEM 3: Zone Change - south end of Eichstadt Rd; East of Vinland St (ii) Factors have changed (such as new data, infrastructure, market conditions, development, annexation, or other zoning changes), making the subject property more appropriate for a different zoning district as a proposal for an industrial development has been submitted that requires the requested Planned Development Overlay. Recommendation: Staff recommends approval of the zone change with the findings listed above.
