Downtown Oshkosh BID Board Minutes
December 16, 2025
Present: Megan Lang, James Evans, Jim Stapel, Andy Ratchman, Derek Mulloy, Marlo
Ambas, Alt Carrie Olson and Autumn Urban.
Absent: Sandy Prunty (excused)
Staff: Collen Bies – BID Manager, City of Oshkosh Sara Rutkowski Community
Development Director and Patrol Officer Bonnett

I. Call to Order
Ms. Lang called the meeting to order at 8:03 am. A quorum was declared present.
II. Police Report for Downtown
Officer Bonnett presented a report showing the variety of calls, the locations the calls came from
and notable incidents within the area over the last month. He also mentioned the form is still in
progress and may change a bit as modified.
III. Approve Minutes of the November 18, 2025 Meeting (Stapel, Ratchman)
IV. Approve Monthly Financial Report (Stapel, Ratchman)
Ms. Bies said that the BID is on track for budget. Discount for the holiday parade balloons for
next year is being worked on. Raised over $25,000 for the Holiday Parade. Discussion was held
on support for the Holiday Parade changing to a Saturday event with more festivities present.
Beautification Grant for Derek’s business, max reimbursement is $1,000. Motion to approve the
beautification grant (Stapel, Ambas). Mulloy Abstained.
V. BID Manager and BID Committee Reports
Ms. Bies gave an update on the events and an update on the gift card program with more than
$12,000. BID has a table at the indoor Farmer’s Market to help get BID visibility.
VI. Board Member Comments
Discussion was held concerning the calendar of dates for next year with board member
discussions on board members for subcommittees.
