ITEM 5: Public Hearing: Delete Officially Mapped Tucker Trail from Vinland Street East
to its Eastern Terminus
Applicant: City of Oshkosh Department of Community Development

Action Requested: The City of Oshkosh Department of Community Development requests the
deletion of Officially Mapped Tucker Trail located from Vinland Street east to eastern terminus.
Applicable Ordinance Provisions: Section 30-440: Official Map, City of Oshkosh Municipal Code.
Section 62.23(6) of the Wisconsin Statutes outlines Official Map uses and procedures.

Background Information and
Analysis: In 2007, the Common
Council approved Resolution 07-25
and 07-41 to officially map Tucker
Trail, extending easterly from Vinland
Street 215 feet through the property at
3320 Vinland Street in the Town of
Oshkosh. The reason for the official
mapping was to make a connection
with a proposed street to the east, thus
creating a connection to Vinland.
Official mapping is a tool that
municipalities use to preserve land, in
this case, for future street dedication
and construction. Officially mapped
areas cannot be developed and are

treated the same as right-of-way in regard to setback requirements from the officially mapped
area.
Recently, the City was approached by Valley Christian School regarding this general area as they
plan to construct a new school. Based on the proposed development, the officially mapped
right‑of‑way in this location is no longer needed to achieve the City’s transportation or access
objectives. Removing this segment from the Official Map will remove the right‑of‑way
encumbrance from 3320 Vinland Street and allow the site to develop consistent with the school’s
plan.
Recommendation:
Staff recommends approval for the deletion of Officially Mapped Tucker Trail as requested.
