ITEM 3: Storm Sewer Easement on 2990 Global Parkway
Applicant: Leeco Steel LLC
Owner: City of Oshkosh
Actions Requested:
Leeco Steel LLC is requesting the acceptance of a storm water easement from the City of
Oshkosh that drains on 2990 Global Parkway (entirely on the City of Oshkosh property).
Property Location and Background Information:
The subject properties
consist of an industrial
manufacturer off of Atlas
Avenue and a City of
Oshkosh owned
stormwater detention
basin. The storm sewer
that will be constructed
within this easement is
part of an expansion to the
manufacturer site to drain
stormwater runoff.
Plans are currently under review for an expansion at the Atlas Avenue site (Parcel 91329200100)
which will utilize the City Regional Stormwater Basin owned by the City of Oshkosh.
There is no current storm sewer at this location. The intention of this storm sewer installation is
to drain stormwater runoff from the site at Atlas Avenue. There is an existing storm sewer and
outfall south of the proposed location that will be removed and restored to previous conditions.
There was no easement at that location prior.

Analysis:
The proposed storm
sewer easement will allow
LEECO STEEL LLC to
utilize the City Regional
Stormwater Basin for
stormwater runoff from
their site. The grantee is
responsible for
maintaining all of its
stormwater facilities
within the easement
property. This includes
installing, operating,
maintaining, and
replacing any related
infrastructure when
necessary.
The proposed easement
will be 20 feet wide,
approximately 85 feet long, centered on the storm sewer starting at the north western properly
line of 2900 Atlas Avenue (Lot 1; CSM 5895) heading west towards 2990 Global Parkway
(Outlot 1; CSM 5874), ending at the City Regional Stormwater Basin.
The City Attorney’s Office will prepare a draft of the easement documents. The signed
easement agreement will be recorded at the Winnebago County Register of Deeds upon
approval by the Common Council.
Recommendation: Staff recommends approval of the acceptance of a storm sewer easement
located on 2990 Global Parkway, as proposed.
