ITEM 2: Emergency Siren Easement at 1024 School Avenue
Applicant: City of Oshkosh Department of Community Development
Owner: Winnebago County
Action Requested: The Department of Community Development seeks approval to grant an
easement for an existing emergency siren, owned and operated by Winnebago County, located
on City-owned property at 1024 Washington Avenue (Parcel 90204230100). Under Section 62.23
of the Wisconsin Statutes and Chapter 30 of the City’s Municipal Code, the Plan Commission
must review and advise the Council on interests in land for public facility purposes. Based on
the Plan Commission's recommendation, the Council will make a final determination regarding
the easement.
Property Location and Background Information:
The subject site is located on part of what once was the
Washington School property, 929 Washington Avenue.
The City acquired the school in 2024 and subdivided
the property into 18 residential lots known as the
Washington School Plat. The siren is on what is now
Lot 1 of the Washington School Plat, located near the
southeast corner of the former school property along
School Avenue.
The siren is affixed on top of an approximately 50-foot
pole on a 5-foot diameter concrete pad. The siren is
used by Winnebago County to alert the public of
approaching severe weather or other civil emergencies.
There was not a formal agreement between the
Oshkosh Area School District and Winnebago County for the siren’s
initial placement or operation. As the City redevelops the site for
single-family uses, securing an easement is essential while the City
controls the land. This will enable the County to continue using and
maintaining the siren at its current location even after the City's sale of
the land
Analysis: The easement is proposed to be 15.75-feet wide by 16-feet
deep located north of the north right-of-way line of School Avenue
beginning eight feet west of the east lot line of the property. The
easement will allow Winnebago County to maintain, repair and
dismantle the siren as well as replace the siren with equipment of
similar size and footprint. The easement also allows the County to

operate the siren at all times for emergency warning purposes and conduct tests, typically on
Saturdays from March through November.
The City Attorney’s Office is preparing the necessary easement documents. Winnebago County
has reviewed and agreed to the easement terms. Upon approval by the Common Council, the
easement will be recorded with the Winnebago County Register of Deeds.
Recommendation: Staff recommends granting the easement to Winnebago County for the
emergency siren at 1024 Washington Avenue as proposed.
