Oshkosh, WI 54901 October 9, 2025, 11 AM City Manager Grill, Mayor Mugerauer and Clerk Pionke, Please accept this letter as immediate notice of my resignation as Oshkosh Common Councilor. When I first asked for the chance to represent Oshkosh as Councilor, I promised to be extremely transparent and engaged on every issue. I am hopeful that I have lived up to that promise. I realize now, even more than then, that public trust in government is a scarce resource ... and one of the most valuable. I learned yesterday that on the agenda for next week there will be a first discussion on the theoretical purchase of downtown Oshkosh properties that include where one of my businesses is located. This, of course, presents a conflict for me, and one that is likely more than just a matter of recusing myself from any conversation. I feel that it is important, before any discussion at all happens on this subject, that I am not just recused from the specific conversations, but in the interest of making the process as transparent as possible, removed from the body that may be purchasing property where I make a living and more. If this proposal moves forward, I also need to retain the ability to negotiate on behalf of my 100+ employees and my personal business ... and that will be an ongoing conflict that I would never ask the public or my fellow elected officials to be OK with if I were still serving as councilor. So, effective immediately, I am resigning from the Oshkosh common council. It has truly been a pleasure to serve Oshkosh, and I can honestly say it has been a ton of fun as well. I am encouraged by the positive changes we have seen in the last year and look forward to watching many more occur. Humbly, and with ,ri'slarsonll) 1 City Ctr. Oshkosh, WI 54901
