an d sh owed a v ideo of an O sh k osh fire tru ck bein g block ed on th is street
with firefigh ters h av in g to w alk to th e affected residen ce. He ask ed w h o is
liable if em erg en cy crews can n ot access th e street to pu t ou t a fire or sav e
a life. He stated plow tru ck s w ill n ot en ter th e street if th ere are an y park ed
cars as th ere is sim ply n o room . He ask ed th e Cou n cil to rem ov e park in g on
G ran d Street.

on th is street. He stated th e fen ce at th e edge of h is property is too close to
h is driv eway to allow for th e driv er's side door to be open ed to get in to or
ou t of a v eh icle. He h as gotten su g gestion s to tak e th e fen ce dow n an d
m ak e park in g at th e back of th e h om e; h owev er th ere is n ot en ou g h room
for a driv ew ay an d an area to sh ov el sn ow. He stated h e n eeds to be able
to park in fron t of h is h om e on th e road an d ask ed th e Cou n cil to con sider
h is situ ation as th e closest street park in g allow ed if th is reg u lation is passed is
n early 1 5 0 feet from h is driv eway an d w ou ld cau se a h ardsh ip for h im .
Cou n cilor Bu elow stated h e driv es down th is road often ; h owev er, h e
ch ooses to av oid th is area if th ere are an y cars park ed on th e road bu t
u n derstan ds th at residen ts of th is area don 't h av e th at option . He
recom m en ded Mr. Sch ettle work w ith City staff to see if th ere are an y oth er
option s for h is property. Cou n cilor Floam stated th ere is n o solu tion th at will
satisfy all parties in th is situ ation ; h ow ev er, h e is con cern ed abou t
em erg en cy v eh icle access an d feels rem ov in g park in g is th e on ly
reason able solu tion . Mayor Mu gerau er stated th e Cou n cil n eeds to
balan ce th e n eeds of m an y com pared to th e w an ts of a few an d
u ltim ately, pu blic safety w in s ou t.

address th e sh ortage of ch ildcare facilities in th e City an d an y delay will
resu lt in con stru ction an d en g in eerin g delays, h ig h er con stru ction costs,
an d exten ded project tim elin es.

R oad. Th e two oth er option s are feasible w ith u pgraded storm sew er
system s bein g in stalled. O ption A h as existin g easem en ts; O ption B requ ires
th e acqu isition of n ew easem en ts an d u p-sizin g th e ou tfall in th e back yards
of a few property ow n ers. Com m u n ity Dev elopm en t Director Sara
R u tk owsk i stated th e origin al option was to work w ith property ow n ers to
acqu ire easem en ts or fu lly acqu ire th ese properties, in stall th e storm sewer,
an d th en sell th ose properties.
Mayor Mu g erau r stated h e appreciated staff prov idin g option s to be th e
least in v asiv e an d m ost direct as possible. Th e pu rsu it of easem en ts or
pu rch asin g properties seem s to be th e m ost pru den t path forward on
beh alf of residen ts an d storm water cu stom ers in th at area. Cou n cilor
