HomeMy WebLinkAboutItem 4PLAN COMMISSION STAFF REPORT JANUARY 6, 2026 ITEM 4: Public Hearing: Comprehensive Land Use Plan Map Amendment From Light Density Residential to Mixed Use for Property Located at the South End of Eichstadt Road and East of Vinland Street (Valley Christian School) Owner/Applicant: Valley Christian / WI Independent Christian Schools – Brad Dunn Action Requested: The applicant is requesting an amendment to the Recommended Land Use Map in the Comprehensive Plan. The subject area is designated for Light Density Residential land use; the applicant is requesting a change to a Mixed Use land use designation. Property Location and Background Information: The petitioner is requesting a comprehensive land use map amendment of the 8.15-acre vacant property located just south of Eichstadt Road, and east of Vinland Street (Parcels 91250190000 and 91250200000; portion of Eichstadt Road Right-of-Way). The subject site is currently zoned Multi-Family Residential-12 (MR-12). The surrounding area consists primarily of residential uses to the north, east, and west, with vacant property to the south. Through a separate process, a portion of undeveloped Eichstadt Road ROW will be vacated due to the anticipated land use changing. 2040 Comprehensive Land Use Map Subject Site Page 1 Item 4: Comp Land Use Plan Map Amendment – S end of Eichstadt Rd; E of Vinland St Existing Land Use Zoning Vacant/Agricultural MR-12 Adjacent Land Use and Zoning Existing Uses Zoning North Residential SR-5 South Vacant/Agricultural I-PD East Residential MR-20-PD West Residential Town of Oshkosh Analysis: Valley Christian School (WI Independent Christian Schools) currently owns the subject property, as well as the property to the south, and plans to construct a new private school in this area. The site is currently zoned for multi-family residential development. In order to allow for construction of a new school, the land needs to be rezoned to a district that allows for institutional land use. The assigned zoning district of the property must also be consistent with the future land use map for the area. Therefore, the City is requesting an amendment of the 2040 Comprehensive Land Use Map from the existing Light Density Residential designation to Mixed Use. Future land use maps are intended to be used as a general reference tool for determining appropriate future land use and growth patterns. When creating the map’s recommended uses were determined on a broader scale rather than a parcel-by- parcel basis. Staff realizes that sections of the Comprehensive Plan, including mapping portions, need to be updated or revised periodically to accommodate logical requests/changes in future land use. The proposed Mixed Use land use designation is appropriate for the site as it allows for institutional uses and is consistent with the Mixed Use future land use designations of the areas to the west, south, southeast, and southwest. Recommendation: Staff recommends approval of the Comprehensive Land Use Plan Amendment from Light Density Residential to Mixed Use for the property located at the south end of Eichstadt Road and east of Vinland Street (Parcels 91250190000 and 91250200000; portion of Eichstadt Road Right-of-Way). Conceptual drawing of future school with lots combined Page 2 Page 3 Page 4 November 3, 2025 Comprehensive Plan Amendment Request Project: Valley Christian Vinland St and W Fernau Ave Valley Christian/Wisconsin Independent Christian Schools is requesting a Comprehensive Plan Amendment from Light Density Residential to Mixed Use for parcels 1250190000, 250210000 and the portion of Eichstadt ROW within the parcel for the new high school campus for Valley Christian School. The parcels are located in the City of Oshkosh. The subject properties total 8.15 acres (w/ existing ROW) and are currently agricultural land. Rezoning will also be proposed for the north parcel from MR-12 to Institutional with PUD Overlay as part of the GDP/SIP/PUD Amendment process as well as a Certified Survey Map to combine with Valley Christians south parcel. Surrounding land uses include residential, vacant land and commercial. The south parcel is zoned appropriately as Institutional with PUD Overlay. The change in the comprehensive plan amendment will not negatively affect the surrounding properties as Valley Christian/Wisconsin Independent Christian Schools currently owns the parcel(s). No development is proposed on this portion of the property at this time. Any plans for development on this portion of the property will be submitted and permitted at time of any expansion. The approval of this request will allow the currently owned parcels to be combined into one (1) parcel to develop the master plan for future growth and set the school up for future success.
