ITEM 2: Street Name Change: Windsong Terrace to Mockingbird Way
Applicant/Owner: City of Oshkosh
Action Requested: The City of Oshkosh is requesting a street name change of
Windsong Terrace to Mockingbird Way.
Property Location and Background Information: Windsong Terrace is a 283-foot-long
street extending east from Clairville Road located approximately ½ mile south of 9th
Street Road and ½ mile north of West 20th Avenue. Dedicated as a 66-foot wide public
right-of-way in 2002 via Certified Survey Map (CSM) #5132, it features a rural-style
section with a chip-seal surface and drainage ditches on both sides. Additionally, it
includes a vehicular turnaround within a temporary cul-de-sac easement, as shown on
the CSM.
Lot 3 of CSM #5321 reserves the southern 66 feet for extension of Windsong Terrace to
the CSM boundary. In June 2025, the City acquired Lot 3 to facilitate the extension of
Windsong Terrace, which will connect with a proposed extension of Mockingbird Way
to the east, part of the Fifth Addition to Casey's Meadow South Subdivision. Council
approved the dedication for the extension on December 9, 2025, with final plat approval
for Casey’s Meadow South’s Fifth Addition scheduled for January 13, 2026.
Analysis: The proposed connection between Windsong Terrace and Mockingbird Way
presents an issue with the street name changing mid-block. To address this, staff
determined that naming the entire section Mockingbird Way is most logical since
Mockingbird Way has several dozen existing homes, whereas only one home
(addressed as 3544) is on Windsong Terrace.

The owner of 3544 Windsong Terrace has been informed of the proposed street name
change, which affects only the street name; the house number 3544 will remain
unchanged.
Renaming the entire street to Mockingbird Way will prevent potential confusion from
having a mid-block name change. This consistency is crucial for directing emergency
services accurately.
Recommendation: Staff recommends approval of the street name change from Windsong
Terrace to Mockingbird Way as requested.
