2024 Tax Incremental Districts Annual Reports & TID No. 13 Four Year Extension
Meeting Minutes
July 28, 2025 9AM
Present: Beth Wyman, Oshkosh Area School District Board of Education; Rebecca Grill,
City of Oshkosh; Amy Van Straten, Fox Valley Technical College; Adam
BellCorelli, Winnebago County
Staff: Sara Rutkowski, Director of Community Development; Hannah Schueler,
Economic Development Specialist
The meeting was called to order at 9:00 a.m. by Ms. Rutkowski.
Ms. Rutkowski asked for nominations for a Chair. Ms. Van Straten nominated Mr. BellCorelli
and was seconded by Ms. Grill.
Motion carried 4-0.
Ms. Rutkowski provided an overview of the 2024 Tax Incremental Districts Annual Reports.
Mr. Lyons highlighted a few TIDs and how they are doing, including some of the industrial
TIDs. Ms. Rutkowski discussed which TIDs are scheduled to close in the coming years and
the Affordable Housing Extension.
Ms. Rutkowski provided a brief overview of TID 13 and why the City is requesting a four-
year extension. The TID has not recovered its debts before its closure date of September 2025.
In a year when the TID has recovered its debts, staff will close the TID. Ms. Wyman asked
why the extension is for four years and not one. Ms. Rutkowski explained that there is no
extension available for one year.
Ms. Wyman motioned to approve the four-year extension request and was seconded by Ms.
Grill.
Motion carried 4-0.
