HomeMy WebLinkAboutTransportation Committee Notice & Agenda 12.09.25 TO: Transportation Committee Members FROM: Jim Collins, Transportation Director DATE: November 28, 2025 SUBJECT: Meeting Notice & Agenda for Tuesday, December 9, 2025 (4:00 p.m.) The monthly Transportation Committee meeting will be Tuesday, December 9, 2025 at 4:00 p.m. in Conference Room 404 at Oshkosh City Hall (4th Floor). Public Comment The Committee has adopted a public participation policy which provides fifteen (15) minutes for public comment. Citizens must provide their name and address and speak on matters related to Transportation issues within their authority. Comment should be addressed to the committee members and not to staff. Items on the agenda should be addressed at the time the item is read, not during the open period for public comment. Statements are limited to three (3) minutes and citizens may only provide comment one time, unless permission is granted. Written comments sent to (TC@ci.oshkosh.wi.us) will be distributed to the committee members and become part of public record. Roll Call Approval of Minutes Old Business 1. A request for a two-way stop sign-controlled intersection at Mason Street and West 6th Avenue (Current Condition: uncontrolled) 2. A request for a two-way yield-controlled intersection at Reichow Street and West 6th Avenue (Current Condition: uncontrolled) New Business 3. A request to remove the parking restrictions on parts of Central Street, New York Avenue and Tennessee Avenue as outlined below: Central Street – Remove – No parking, west side, from Custer Avenue to Nevada Avenue and No parking, east side, from Tennessee Avenue to Custer Avenue New York Avenue – Remove – No parking, south side, from Merrill Street west of distance of 50 feet (this was related to a former bus stop that has been relocated) Tennessee Avenue - 2-hour parking, north side, from Central Street to Main Street between 7:00 a.m. and 4:00 p.m. on school days. Transportation Committee Notice & Agenda December 9, 2025 4. Recommendation on locations for future Rectangular Rapidly Flashing Beacons (RRFBs). Staff Statements ❖ The Common Council voted unanimously to prohibit e-bikes on sidewalks abutting buildings following the recommendation of the committee. This ordinance is now active. The city manager has written the state asking them to differentiate e-bikes from pedal bikes so they can be regulated differently in the future if the city chooses to do so. This would be similar to how the statute allows e-scooters to be regulated differently than manual scooters. The Oshkosh Police Department is working on an educational campaign. Future Agenda Requests Adjournment The Common Council has adopted rules of decorum for City Boards, Committees and Commissions, including the adoption of a Civility Pledge. No person shall personally attack a board or commission member, city official or staff, or any other person. No person shall make irrelevant, unduly repetitious, offensive, threatening, slanderous, defamatory, or obscene remarks or act in such a manner as to disrupt or disturb the orderly conduct of the meeting, including handclapping, stomping of feet, whistling, shouting or other demonstrations.
