HomeMy WebLinkAboutItem 6 PLAN COMMISSION STAFF REPORT DECEMBER 2, 2025 ITEM 6: Street Right-of-Way Dedication for Windsong Terrace Located East of its Current Terminus Applicant: City of Oshkosh Department of Public Works Owner: City of Oshkosh Actions Requested: The City of Oshkosh is requesting the acceptance of extending the public Right-of-Way of Windsong Terrace. Applicable Ordinance Provisions: N/A Property Location and Background Information: The subject property is currently vacant and was recently acquired by the City of Oshkosh. The southern portion of this property is situated directly between the existing Windsong Terrace Right- of-Way and the future extension of the Mockingbird Way Right-of- Way. The strategic plan for Windsong Terrace involves extending the public Right-of-Way to the east beyond its current limits. Additionally, the long-term plan for the expansion of the Casey's Meadow Subdivision includes establishing a Right-of-Way connection to Clairville Road. The City will extend the public Right-of-Way along the entire southern portion of the existing parcel. The extended Right-of-Way will maintain a consistent width of 66’ wide to match the existing Right-of-Way. Existing Parcel Page 1 Item 6 – Street Right-of-Way Dedication for Windsong Terrace Located East of its Current Terminus Analysis: The extension of the public Right-of- Way at Windsong Terrace, in conjunction with the Fifth Addition to Casey’s Meadow South subdivision, will facilitate a much-needed new street connection to Clairville Road. This alternative access point will enhance residents' connectivity to local neighborhood streets, thereby improving trip travel times. The establishment of an alternative route for motorists to enter the subdivision from a collector or arterial roadway is crucial for enhancing EMS access and response times to areas currently situated over a mile away from the nearest arterial roadway. Additionally, providing alternative routes within the subdivision will improve traffic flow and flexibility, particularly when portions of the public Right-of-Way are closed for maintenance or repairs. Recommendation: Staff recommends approval of the acceptance of a newly dedicated public Right-of-Way for Windsong Terrace.
