HomeMy WebLinkAboutItem 5 PLAN COMMISSION STAFF REPORT DECEMBER 2, 2025 ITEM 5: Declare Municipal Stormwater Utility Easement for Property Located East of Compass Way (Southwest Industrial Park) Applicant: City of Oshkosh Department of Public Works Owner: City of Oshkosh Actions Requested: The City of Oshkosh is requesting the acceptance of a proposed Municipal Stormwater Utility Easement located within the property east of Compass Way, Lot 1 Certified Survey Map 8313, parcel 91334120400. Applicable Ordinance Provisions: N/A Property Location and Background Information: The subject property was recently combined via Certified Survey Map (CSM) 8313 and is currently vacant. A new industrial developer is planning to take ownership of the newly created property after purchase from the City. The developer intends to purchase the property from the City later this year and then begin their finalization of design to submit to the City. The City has seen concept/preliminary drawings of the site buildout and confirmed the need for the proposed Municipal Stormwater Easement. The property is located in the northeastern portion of the Southwest Industrial Park, found east of Compass Way. This easement is used for a portion of the regional stormwater management provided by the City for the Southwest Industrial Park. Proposed Easement Location Page 1 Item 5 – Accept Municipal Stormwater Utility Easement – Property East of Compass Way Analysis: There is an existing ditch used for storage and transportation of stormwater around the Southwest Industrial Park. The proposed easement will allow for the adequate storage of stormwater for the 100-year storm event. This easement will allow the City to access the ditch for regular inspections, as well as maintain the infrastructure and complete any necessary repairs, as needed. The easement will be roughly 60 feet wide and 440 feet long, spanning the extent of the existing waterway. The City Attorney’s Office has drafted the easement documents. Upon approval by the Common Council, the signed easement agreement will be recorded with the Winnebago County Register of Deeds. Recommendation: Staff recommends approval to declare the Municipal Stormwater Utility Easement in the property found within CSM 8313, parcel 91334120400.
