HomeMy WebLinkAboutItem 4 PLAN COMMISSION STAFF REPORT DECEMBER 2, 2025 ITEM 4: Accept Two Municipal Utility / Cul-de-Sac Easements for Property Located West of Mockingbird Way and East of Windsong Terrace (Fifth Addition to Casey’s Meadow South) Applicant: City of Oshkosh Department of Public Works Owner: Castle Rock Land Co LLC Actions Requested: The City of Oshkosh is requesting the acceptance of the proposed Temporary Cul-de- Sac Municipal Utility Easements located at the end of Autumn Lane and Lyla Lane. Applicable Ordinance Provisions: N/A Property Location and Background Information: The subject property is currently vacant. A portion of the property is planned for the extension of Mockingbird Way, along with the partial construction of two new public roadways, Autumn Lane and Lyla Lane, as part of the Fifth Addition to Casey’s Meadow South subdivision. Ultimately, the entire parcel will be fully developed as part of the Casey’s Meadow Subdivision. The subdivision plan has successfully completed the City's review process. The developer has agreed to grant the City two temporary cul-de-sac and utility easements. This will allow the City access for maintaining the public right-of-way and for safely providing essential fire protection services. The property is currently located directly to the west of Mockingbird Way, Wyatt Way, and Casey’s Trail and to the east of Clairville Road. Proposed Easement Location Page 1 Item 4 – Accept Two Municipal Utility / Cul-de-Sac Easements – Fifth Addition to Casey’s Meadow South Analysis: The proposed easements will facilitate the City of Oshkosh's ability to effectively maintain all underground utilities and surface-level infrastructure. Given the size of the City’s operations equipment and fire protection vehicles, all streets must either intersect or include a designated turnaround to ensure safe vehicle movements within the public Right-of- Way. Each temporary cul-de-sac and municipal utility easement will extend sufficiently to encompass all public utilities installed beyond the limits of the public roadway and provide ample space for a standard 100-foot-wide cul- de-sac. The City Attorney’s Office has drafted the easement documents. Upon approval by the Common Council, the signed easement agreement will be recorded with the Winnebago County Register of Deeds. Recommendation: Staff recommends approval of the acceptance of both Temporary cul-de-sac and Municipal Utility Easements proposed directly adjacent to the dead end portion of the newly dedicated Rights-of-Way to be known as Autumn Lane and Lyla Lane.
