Below is a list of questions the Common Council would like you to answer and send back to KZuercher@oshkoshwi.gov by 4:30pm Thursday, November 20th, 2025. Council Candidate Name: Jermaine D Edmonds Jr. 1. How do you view the role of a City Council Member– what is your job as a council member? A City Council Member is a steward of public trust, a policy-maker, and a bridge between the community and city administration. The job is to: • Set policy direction through ordinances, resolutions, and strategic planning. • Oversee the budget to ensure fiscal responsibility and alignment with community priorities. • Represent constituents by listening, engaging, and advocating for their needs. • Collaborate with city staff to ensure effective implementation of policies and services. • Uphold transparency and accountability in all decision-making. I see the role as both a governance leader and a community listener, ensuring that every voice, especially those historically underrepresented, is heard and respected. 2. Will you be running for a seat on the Oshkosh Common Council in the next election – whether you are selected for this appointment or not? Yes. My commitment to Oshkosh is long-term. Whether selected or not, I plan to run in the next election. Do you understand the time commitment required for a Council Member (meetings, constituent interactions, general community involvement, etc.) and do you have the time and flexibility to accommodate this schedule? Absolutely. I’ve reviewed the meeting schedules, committee responsibilities, and community engagement expectations. I’ve structured my academic and professional commitments to ensure I can fully dedicate the time and energy this role demands. I thrive in structured, high-responsibility environments and am prepared to be present, responsive, and engaged. 3. Where do you see this community in five years? In five years, I envision Oshkosh as • A hub for small business innovation, especially in healthcare, manufacturing, and sustainable housing. • A model for inclusive governance, where residents feel empowered and heard. • A city that has invested in infrastructure, public safety, and workforce development, while maintaining fiscal discipline. This vision is achievable through strategic planning, community partnerships, and a commitment to long-term thinking. 4. A group of residents demands action on something we legally cannot do or have no control over. How do you respond, publicly and privately? Publicly, I would: • Acknowledge their concerns with empathy and respect. • Clearly explain the legal limitations and why the Council cannot act. • Offer alternative avenues—such as state-level advocacy or partnerships—that may address their concerns. Privately, I would: • Continue the dialogue to ensure they feel heard. • Help connect them with the appropriate agencies or representatives. • Encourage civic engagement to influence change at the appropriate level. 5. What is your definition of sustainability and how do you relate it to city operations? Sustainability means meeting today’s needs without compromising the ability of future generations to meet theirs. In city operations, this includes: • Environmental: Investing in green infrastructure, energy efficiency, and responsible land use. • Economic: Maintaining a balanced budget, supporting local businesses, and planning for long- term resilience. • Social: Ensuring equity in services, housing, and access to opportunity. Sustainability should be embedded in every policy decision—from procurement to transportation to zoning. 6. What is your opinion of the City budget and taxes; do you have any ideas to share? The City budget is a reflection of our values. I support: • Transparent budgeting with clear performance metrics. • Prioritizing essential services like public safety, infrastructure, and housing. • Exploring efficiencies through technology, intergovernmental collaboration, and process improvement. • Engaging residents in participatory budgeting to align spending with community priorities. 7. As a Common Council Member how would you support the Strategic Plan Goals, Mission and Vision of the community? I would: • Align every vote and initiative with the Strategic Plan’s pillars especially economic vitality, quality of life, and responsible governance. • Champion measurable outcomes and regular progress reviews. • Engage residents and stakeholders to ensure the plan remains relevant and inclusive. • Advocate for equity and transparency in implementation, ensuring all neighborhoods benefit from city initiatives. The Strategic Plan is not just a document, it's a contract with the community. I will treat it as such.
