HomeMy WebLinkAboutItem 9 PLAN COMMISSION STAFF REPORT DECEMBER 2, 2025 ITEM 9: Architectural Building Plan Review for New Wastewater Treatment Buildings at 233 North Campbell Road Applicant: Stephen Matthias Owner: City of Oshkosh Action Requested: The applicant is requesting an architectural building plan review for a new tertiary filtration building and UV disinfectant building. Applicable Ordinance: State Statute 62.23(5) requires the Plan Commission review the “location and architectural design of any public building”. Property Location and Background Information: The subject site is an 11.42-acre property with frontage on North Campbell Road, Dempsey Trail, Knapp Street, and Campbell Creek. The site is used as the City’s wastewater treatment plant and includes several structures and associated paved areas. The surrounding area consists of University athletic fields and vacant land to the north, institutional and multi-family residential uses to the east, and a mixture of industrial and commercial uses to the south and west. The 2040 Comprehensive Land Use Plan recommends Community Facility use for the subject site. The first proposed building is on the northwest portion of the site adjacent to Campbell creek and will contain new tertiary filtration units and other ancillary equipment. The second proposed building will contain new UV disinfection treatment equipment. This building will be constructed over an existing tank (reusing the existing foundation). Page 1 Item 9 – 233 N Campbell Rd. – Arch. Building Review Architectural building plan review is required for the two new buildings. According to the applicant, the new building walls will consist of tilt-up precast panels with a brick form liner finish on the exterior. The existing buildings have block walls with brick exterior. The brick form liner pattern of the proposed precast panels is intended to match the face brick on the existing buildings and will be stained to match the color of the existing buildings. There will be a white band around the top of the walls similar to some of the other buildings at the wastewater treatment site. The applicant has noted that on past projects this approach has produced building facades that look very similar to adjacent buildings with genuine brick and block walls. Building Review Staff has determined that the proposed building designs will not have a negative impact on the surrounding area as the structures will be harmonious with the intended character of the large- scale public utility site. Although the site’s existing buildings have a brick exterior, the proposed pre-cast panels with brick form liner will provide a consistent appearance with other existing buildings on the site. Page 4 Page 5 Page 6 Supplemental Information to Application City of Oshkosh General Application (Oct 20, 2025) Revised 11/3/2025 Narrative of the proposed request – Oshkosh WWTP Tertiary Filtration and UV Disinfection The City of Oshkosh (City) owns and operates a wastewater treatment plant (WWTP) which resides on an existing 30.01-acre City-owned property at the intersection of N Campbell Creek Road and Dempsey Trail. The treatment plant treats incoming wastewater and discharges treated effluent to the Fox River and Campbell Creek. The City has identified the need for two additional buildings on the existing WWTP site to aid in impending treatment limits of the plant and upgrade existing treatment operations. The WWTP also is also upgrading their service entrance equipment and replacing existing generators. The first proposed building is planned for on the northwest portion of the site adjacent to Campbell creek and will contain new tertiary filtration units and other ancillary equipment. The new building will require routine chemical deliveries (once every 2-3 weeks) by semi-trucks that will enter the site off of N Campbell Road. The new building will be joined to the existing north parking lot by a new access road. The truck deliveries are expected to cause only a minimal increase in truck traffic, as the WWTP already receives several chemical deliveries. The second proposed building will contain new UV disinfection treatment equipment. This building will be constructed over an existing tank (reusing the existing foundation), causing a minimal impact to the existing landscape. The new equipment in this building will eliminate the need for the WWTP to receive chlorine gas cylinders will reduce truck traffic to the site. Figure 1 and Figure 2 shows preliminary exterior renderings of the two new buildings with their relation to the existing site features. The new building walls will consist of tilt-up precast panels with a brick formliner finish on the exterior. The brick pattern will match the face brick on the existing buildings and will get stained to match the color of the existing buildings. There will be a white band around the top of the walls similar to some of the other buildings at the WWTP site. On past projects, this approach has produced building facades that look very similar to adjacent buildings with genuine brick and block walls. Both new buildings will include exterior HVAC equipment that is not expected to increase noise levels above the required ordinance levels at the site. No other impacts to adjoining properties are expected. There will be no change to the existing parking at the site. The site’s impervious surface Page 7 ratio with the proposed improvements will increase to 35%, which is still below the allowable 60% threshold. The entrance service electrical equipment replacement will require the removal of two trees along Demsey Trail. New trees will be planted in-kind on the north end of the plant. The new generator equipment will require one additional wall louver on the front of the generator building (see Figure 3), one additional HVAC intake hood on the roof, and an exterior generator fuel tank. The intake hood on the roof will be similar in size to the other two existing units, which are not visible from the road. No other impacts to adjoining properties are expected.
