COMMON COUNCIL MEETING

A. CITY MANAGER'S REPORT
1. BILLS
It is recommended that the bills, as audited and presented by the Director of Finance, be
approved for payment.
2.
ROSEANNE HOEFEL RUN FOR DIVERSITY
Request permission to grant approval to the University of Wisconsin-Oshkosh to utilize
Opera House Square, city streets and facilities, and to close Market Street, from Algoma
Boulevard to High Avenue, on Saturday, April 23, 2005, from 8:00 am. to 12:00 noon, for
the Roseanne Hoefel Run for Diversity, in accordance with the attached letter of request.

MARCH OF DIMES WALK AMERICA
Request permission to grant approval to the March of Dimes to utilize Menominee Park,
city streets and facilities on Saturday, April 30, 2005, from 7:30 am. to 12:00 noon, for
their WalkAmerica, in accordance with the attached letter of request.
4.
SENIOR TRIATHLON BIKE EVENT
Request permission to grant approval to the Oshkosh Recreation Department, Seniors
Center and YMCA to utilize Menominee Park and facilities on Wednesday, May 4,2005,
from 7:30 am. to 10:30 am., for a Senior Triathlon Bike Event, in accordance with the
attached letter of request.
5.
REBEL ALLIANCE THEATRE PERFORMANCE
Request permission to grant approval to the Rebel Alliance Theatre to utilize South Park
and facilities on Saturday, May 28, 2004, from 5:00 p.m. to 9:00 p.m., for a free
performance of Shakespeare's Macbeth, in accordance with the attached letter of request.
6. WORLD WALLEYE ASSOCIATION FISHING TOURNAMENT
Request permission to grant approval to the World Walleye Association to utilize
Menominee Park, Millers Bay and facilities on Saturday and Sunday, June 4 and 5,2005,
from 5:00 am. to 6:00 p.m., for their WWA Team Challenge Fishing Tournament, in
accordance with the attached letter of request.
7.
MLK MARCH AND OPEN FORUM
Request permission to grant approval to the Winnebago County Peace & Justice Center
to close Algoma Boulevard, from Main Street to Reeve Memorial Union, on Monday,
January 17, 2005, from 3:00 p.m. to 3:30 p.m., to conduct a Martin Luther King, Jr. march
and open forum, in accordance with the attached letter of request.
8.
SUMMER WORSHIP SERVICES
Request permission to grant approval to First English Lutheran Church to utilize South
Park and facilities every Wednesday during June, July and August, from 5:00 p.m. to 8:30
p.m., for their summer worship services, in accordance with the attached letter of request.

Dear City Council Members,
The University of Wisconsin Oshkosh organizing committee of the Roseanne Hoefel Run For
Diversity formally requests the use of the race route outlined below to hold our charity event. The
run is planned for Saturday, April 23, 2005 from 9:00 a.m. to 10:45 a.m. The event will be a 5K
and runners, walkers, and rollers (people wîth wheelchairs and strollers only) will be invited to
participate. Faculty, staff, and students at UW Oshkosh have come together to create this event in
order to honor the memory of Roseanne Hoefel as well as to continue her work in educating others
on issues of diversity. Roseanne Hoefel was an associate dean in the College of Letters and Science
at Oshkosh who was committed to bringing unique educational opportunities to students in the area
of diversity. Tragically, she died in May of 2001. All proceeds from the run will benefit the
Roseanne Hoefel Multicultural Education Fund and the creation of a Social Justice Fair.
The race will begin at Founders Plaza on Main St. between Algoma and High Streets and continue
as follows: Go up Algoma towards the University, Left on Vine Ave., Left on High St., Right on
Rockwell, Left along the River Walk, Right on Wisconsin, Left on Pearl, Right on Osceola, Right
on High, and finish in front of the Grand Opera House near where the nice began. We will need
only one lane of Algoma and one lane of High St. to be blocked off for about a halfhour to give
serious runners an opportunity to begin and finish the race without traffic delays. After that,
walkers, people with strollers, and wheelchairs will use the sidewalk. We would also like
permission to set up two tables on the downtown green for registration as well as four booths to
distribute information about running and other events in the area on the day of the event. I will be
in touch with Sergeant Bakri of the Oshkosh Police Department as soon as he returns in January. In
the past, the Oshkosh Police Department has been very supportive of the run and helped us
immensely with making the race route safe for participants. For fundraising purposes, we wanted to
receive permission to hold the race on the April 23, 2005 date as soon as possible.
All rules and regulations governing the use of the Plaza and all park properties will be strictly
adhered to. We will be insured, as required, to protect all participants. Details of the insurance will
be supplied by me at a later date.

Dear Mr. Wollangk:
Again this year, I am writing to request permission from you and the City Council to use the
Oshkosh streets, sidewalks, etc. for our March of Dimes Oshkosh WalkAmerica. In past years,
Oshkosh Police have done such an excellent job in patrolling the Oshkosh City streets for our
WalkAmerica! The 2005 Oshkosh Walk is scheduled for Saturday, April 30, 20oSwith the start
& finish of the walk at Menominee Park - Kiwanis Shelter #1. Registration begins at 8:00a.m.
and the walk starts at 9:00a.m. Last year, we had over 200 walkers help the March of Dimes.
The walk is 110t a race..... it's just a day to get exercise, fresh air, food and drink with mends,
family, co-workers or fellow students while all raising money for the March of Dimes - "Saving
Babies, Together".
The walk routes are the same as they were in past years and the start/finish is at Menominee Park
again which was a rest area for us in the past. We will have a 3-mile, 6-mile and a 12-mile route.
Again, I am giving details about this year's walk to Cpt. Randy Vaness and Sgt. Tim Bakri to
have the safety of our routes patrolled by the local Police Deptartment. Therefore, the Oshkosh
Police Deptartment will be aware of our walk along with dates, times and routes of the walk.
The following page is a copy of the route map. If you have any other questions or if I need to do
anything else to register our walk, please call me at 1-800-780-3463. Hope to hear from you

Oshkosh Senior Center and Oshkosh YMCA has reserved the Kiwanis shelter at Menominee
Park ~for a Senior Triathlon Bike event on Wednesday, May 4, 2005. The event will take place
from approximately 7:30am untiI1O:30am. The shelter will be used as the main event location.
The shelter was reserved on December 17, 2004 with Trish Wendorf at the City Parks
Department office.

Dear City Manager Wollangk,
The Winnebago Peace and Justice Center is organizing a Martin Luther King Jr. event on
January 17, 2005. The event will consist of a march and an open forum. Weare seeking
the closure of Algoma from Main Street to the UWO. To instill safety we need the brief
closure of the Division, Jackson and Wisconsin intersections.
In 2003, the WPJC sponsored a very successful Martin Luther King Jr. Remembrance
march and open forum. As in the past we will start 3:00pm, at the Grand Opera Square
marching to the Reeve Union for an MLK open forum. The march should not take more
than thirty minutes.
The WPJC is built on the foundation of which Martin Luther King Jr. strived to layout
for the future generations to live free of racism and oppression in a community that is
sustained upon justice and equality.
The WPJC and its organizers have a rich history of building change in the Oshkosh
community through active nonviolence.

Dear Oshkosh City Manager,
First English Lutheran Church and Peace Lutheran Church would like to sponsor an
informal summer worship service in South Park every Wednesday during June, July and
August. This could include June 1, 8, 15,22,29, and July 6, 13,20,27, and August 3, 10,
17,24, 31.
Our first choice would be the South Park #1 Large Shelter. As of this Wednesday morning,
only two Wednesdays had conflicts. On those two days, we could move to the South park
Gazebo or South Park #2.
We would probably want it from 5 to 8:30 pm. This would allow us to set up and take down
our music equipment. Perhaps we could shave off a half hour either early or late to facilitate
another group with some planning ahead oftime.
