City Center Parking Ramp 2025 Evaluation and 2026 Construction Documents/Admin
American Structurepoint, Inc. (ASI) is pleased to provide this proposal to the City of Oshkosh (Oshkosh)
for the professional engineering services at the City Center Parking Ramp. The objective is to prepare a
written report based on our field observations and provide priority repair recommendations with associated
opinion of probable construction cost. Following the evaluation report, we will prepare construction
documents based on the agreed scope of work, which will be completed in 2026.
The City Center parking garage was designed by Py-Vavra of Milwaukee, and constructed in 1985 with
overall dimensions of approximately 125’ x 225’. The facility consists of an on-grade asphalt lot with two
supported parking levels providing approximately 250 parking spaces. Direct access to the adjacent hotel is
provided through the stair tower to the East. The facility functions as a two-bay single helix with a speed
ramp from the grade level to the second level. The supported structure is composed of post-tensioned slabs
and beams supported by conventionally reinforced columns. The façade consists of precast concrete spandrel
panels supported by a cast-in-place bumper wall.
Scope of Work
Phase 1- Condition Assessment and Report
ASI’s Scope of Work will include the following
1. Perform a site investigation/ structural assessment to document and define the extent of the
deleterious conditions in the parking garage. There will be one-two ASI personnel conducting the

evaluation with limited sounding and visual observations. We will meet with a representative from
Oshkosh to discuss current deficiencies or issues within the parking ramp.
2. Provide the condition assessment report will summarize the findings of our assessment with photos,
observations and recommendations, and update the 10-year opinion of probable construction cost
estimate.
Phase 2 – Construction Documents
1. Based on an agreed repair scope for 2026, ASI will prepare a construction documents package
detailing repair procedures and materials suitable for obtaining price proposals from contractors
that specialize in this type of work. The bid package will consist of the following components:
a. Floor and/or soffit plans indicating location and type of repair and preventive maintenance
work to be performed.
b. Repair details for the conditions noted on the drawings.
c. Technical specifications for the above work.
d. Front-end requirements (will incorporate Owner’s desired form of Owner-Contractor
agreement).
e. Proposal Form describing the work with estimated quantities formatted for payment based on
a lump sum or unit price basis, as applicable. The proposal form will be formatted to break-out
pricing based on performance of near term and mid-term repairs as previously identified in our
evaluation report.
f. Phasing Plan. Details related to the phasing of the work will need to be reviewed and approved
by Ownership and communicated to the contractors during the pre-bid meeting.
g. ASI will issue signed and sealed (by a licensed Wisconsin PE) copies in the event a
building/repair permit will need to be secured prior to the start of work.
Phase 3 – Bidding Assistance/Contract Award
1. ASI will assist Oshkosh in publicizing the RFP bid process.
2. Conduct an on-site pre-bid meeting with Owner Representative and contractors.
3. Issue addenda(s), and answer contractor Requests for Information (RFI’s), if needed.
4. Assist Oshkosh with interpretation and follow-up review of the bids leading to a contract award for the
Oshkosh City Ramp 2026 Repairs and Preservation.
Phase 4 – Construction Administration
1. Review contractor submittals, which typically include documents such as Requests for Information
(RFI’s), drawings, catalog cuts, product samples, field mock-ups, etc. We will issue our review of said
submittals via email to the contractor and Ownership.
2. Perform site visits during the repair/construction phase to observe the contractor’s work, especially at
early critical stages of the work to help ensure compliance with drawings, procedures, specifications,
and schedule. At the completion of our visit, we will prepare and submit a written Field Observation
Report, which will document repair quantities, quality, and progress of the completed work at the time
of the jobsite visit as well as any special instructions or decisions made based on conditions discovered

during the visit. Upon notification that the punch list work is complete, we will review and forward all
waivers and warranties and execute the project close-out.
3. Maintain the following documents during the construction period and deliver to Ownership upon
project completion:
a. Shop drawings and samples submissions.
b. One set of approved construction Contract Documents.
c. Addenda.
d. Change orders.
e. Construction changes and directives.
f. Additional drawings issued after execution of the construction Contract Documents.
g. ASI clarifications and interpretations of the construction Contract Documents.
4. Conduct a final site visit to review the final completion of the punch list work, once the work is 100%
complete.
Schedule
Upon acceptance of this proposal, ASI may be available within 3 weeks to begin Phase 1 services. A
DRAFT written report will be issued 3-4 weeks after on-site evaluation. A FINAL written report will be
issued within 1 week after review with Oshkosh.
The construction documents, once an approved scope has been reviewed by Oshkosh, will be prepared for
bid issuance by February 2026. The intent would be for the construction project to be completed sometime
between Spring and Summer of 2026.
Proposed Fees
The following fees proposed are lump sum including reimbursable expenses. Reimbursable expenses are at
cost, with no mark ups limited to travel, reproductions, and other related items.

Additional services would be performed on a fixed fee basis, or for those services where the extent of the
scope is difficult to quantify, American Structurepoint will perform its services on an hourly basis in
accordance with our standard hourly rate chart included below.
