October 6th, 2025

I. Call to Order
Chair Margy Davey called the meeting to order at 6:00pm and a quorum was declared present.
II. Public Comment
Ms. Davey asked if there were public comments.
No public comments occurred.
III. Approval of Minutes, September 4th, 2025
Mr. Spanbauer motioned to approve the minutes. Ms. Oliver seconded the motion.
The board approved the September 4th minutes 7-0 (Spanbauer/Oliver).
IV. Sustainable Activities and Events
Mr. Klaameyer started with all the events on Saturday, October 11th.
He shared that the Oshkosh Seed Savers will be working at the Garden of Edna to mulch their
seed producing beds from 9-11am, also there will be a donation event at the Teacher’s Closet
from 10-2pm, Repair Café will be in Neenah at the Public Library from 11am-2:30p, and lastly
the Alleycat Bike race at Opera House Square is at 5pm.
On Sunday, October 12th, the Oshkosh Tool Library is hosting a vermiculture, worm
composting, class at 12:30-1:30pm. In addition, the Bowen Street Flea Market will be at Bowen
Street Repeats from 10am-12pm.
On Friday, October 17th, Urban Ecology Oshkosh is putting on the Seeds and Cider Stewardship
Celebration from 5-8pm at the County Park Beach Pavilion.
On Saturday, October 18th, Wild Ones is putting on a Seed Collection Workshop from 9am-12pm
at Gottfried Prairie, and Oshkosh Seed Savers is putting on a social from 4-6pm.
Tuesday, October 21st, Greene’s at Westhaven Golf Course is hosting a slow roll bike ride is at
5:30pm.
The Oshkosh Seed Savers are working at the Garden of Edna on both Thursday, October 23rd
and Wednesday, October 29th from 4-6pm.
Ms. Davey added that the board will be at the Oshkosh Farmers Market on Saturday, October
11th from 8am to 12:30pm.
Ms. Schuler added that the Oshkosh Public Library hosted a Halloween costume exchange on
Saturday, October 4th from 9am-12pm.
V. Comprehensive Energy Plan Discussion / Action
Ms. Davey reminded the board that they received a presentation last month from the
consultant, paleBLUEdot, on the plan at the September 4th meeting.
Ms. Dziengeleski shared that a couple of changes have been made and she would run through
those if the board would like.
Mr. Klaameyer said he had noticed that all the buildings now have how many therms and how
many kilowatts hours they are using listed out.
Ms. Dziengeleski explained that the biggest change was that paleBLUEdot discovered a
calculation that was done incorrectly, so some of the building priorities changed.
Mr. Spanbauer asked what the next steps are.
Ms. Dziengeleski stated that after tonight, the plan will go to Common Council next week for
review and approval. She said that paleBLUEdot will not be doing a presentation for Council,
so staff will encourage they watch the presentation from September.
Ms. Reinke motioned to approve the Comprehensive Energy Plan. Mr. Spanbauer seconded the
motion. The board approved the Comprehensive Energy Plan. 7-0 (Reinke/Spanbauer)
VI. Summer Farmers Market
Ms. Davey stated that the last date the board will be at the Farmers Market will be this
Saturday, October 11th.
Ms. Dziengeleski said she had notes from the August 4th meeting that Vic, Alyssa, and possibly
Jake offered to attend.
There was conversation amongst the board on who could attend and when.
Ms. Oliver offered to pick up the materials at City Hall.
VII. Sustainability Plan Staff Update
Ms. Dziengeleski thanked the subcommittee for all their work on providing comments and
edits to the Land Uses and Economic Development chapter. Staff reviewed the edits from the
subcommittee and also provided some additional feedback to the consultant. She said staff has
not yet met with the consultant, but they are planning a check within the next couple of weeks
to discuss next steps and the remaining timeline.
Mr. Spanbauer asked when the consultant was given the feedback.
Ms. Dziengeleski responded with a little over a week ago.
VIII. Agenda Items for Future Meeting
Resiliency, Rain Barrel Credits, WLGCC Updates, Terrace Trees
Mr. Klaameyer asked for an update on the recommendations the board provided earlier this
year on Chapter 26 Trees and Vegetation and Chapter 30 Landscaping Requirements.
Ms. Dziengeleski shared that there has been a delay with pushing the landscaping point
recommendations forward as staff is still waiting for direction on all zoning ordinance updates.
She reminded the board that staff usually proceeds with all Chapter 30 edits at once. She also
said that she would touch base with Parks and Forestry on everything related to Chapter 26.
Mr. Klaameyer added reviewing goals prior to the new year.
Ms. Reinke asked if the board could receive an update on the Chapter 14 Post-Construction
Storm Water Management as well.
