This report was prepared and submitted to satisfy the requirements that the City is
required to show that the assessments will benefit the properties assessed in the Storm
Sewer Laterals (New and Relay) Relating to Contract No. 25-20 assessments as per
Wisconsin State Supreme Court Decision (Berkvam vs. the City of Glendale, 79 Wis. 2d
279.255 NW 251 (1979).
Criteria of Reasonableness
It is the opinion of this office that the assessments are, in fact, reasonable. The
assessments have been calculated in accordance with the City of Oshkosh Policy for
Special Assessments for assessing costs for street construction. Utility lateral costs
are assessed to each lot needing lateral work.
The Properties Against which the Assessments are Proposed are Benefited as
follows:
This improvement consists of the installation of the storm sewer laterals. The
utility laterals provide a connection to the mains for each property.
Estimated cost of the project is: $317,282.51
Proposed Assessments are: $15,000.00
City Cost of the project is: $302,282.51

1, THE LOCATION OF EXISTING UTILITY FACILITIES AS SHOWN ON THE PLAN SHEETS ARE APPROXIMATE. THERE
MAY BE OTHER UTILITY FACILITIES WITHIN THE PROJECT AREA THAT ARE NOT SHOWN. THE CONTRACTOR SHALL
BE REQUIRED TO CONFIRM ALL UNDERGROUND FACILITIES BY REQUESTING AN UNDERGROUND LOCATE
THROUGH DIGGERS HOTLINE PRIOR TO WORK. THE UTILITIES SHALL ADJUST THEIR FACILITIES TO FIT THE NEW
STREET CONSTRUCTION IF CONFLICTS EXIST.
2. EXCAVATION QUANTITIES DO NOT INCLUDE EXCAVATION FOR SIDEWALK.
3. ALL TERRACE TREES MUST BE PRESERVED UNLESS OTHERWISE SPECIFIED. NO EXCESS PRUNING OF ROOTS

8. ALL CURB RADII SHALL BE 12" WIDE CURB HEAD FOR EACH CURB RADIUS AS DIRECTED BY THE ENGINEER. THE
EXTRA CURB HEAD WIDTH SHALL BE PROVIDED FROM END OF RADIUS TO END OF RADIUS AT EACH CORNER. THE
