Proposal to provide Loss Prevention services to the City of Oshkosh

Please find below the scope of operations (may be changed as needed by the city) for Total Security and
Safety Inc. to provide Loss Prevention services to the city of Oshkosh.
SCHEDULES
Total Security and Safety shall provide security guards per the described schedule.
• One (1) security guard typically needed to cover nightly shifts
o Shifts will be 7 hours in length.
o Shifts shall be worked between the hours of 6:00 PM – 2:00 AM.
• Have employees available to cover scheduled shifts in case of illness or vacation.
• Each contract year requires approximately 2464 scheduled hours of foot/squad patrol.
o 13 nightly shifts out of the calendar year will have no coverage and that schedule will be arranged
with the Police Department.,
• Foot/squad patrol involves walking, climbing stairs, standing, and driving for extended time periods in all
weather conditions.
DUTIES
• Drive through various City parks, Transit Depot, and other identified City property. These will be identified
by the Police Department.
• Ensure City property building doors are secured after hours and that no one is inside. (buildings to be checked
will be identified by the Police Department)
• Request anyone in unauthorized areas to leave the area.
• Monitor city property to ensure no potential crimes are being committed (ex.-damage, vandalism,
etc…). Report observed violations to the Police Department.
• Check for abandoned property on city property and handle in accordance with City procedure.
• Contact the Police Department to assist with situations as needed.
• Provide nightly logs of duties performed and provide the list to the Police Department.
SCHEDULE AND PAYMENT
The rate will be $30/hour to include all costs associated with these services.
UNIFORMS
• Security guards will wear Total Security and Safety uniforms, typically consisting of a polo shirt and/or
uniform shift. Uniform style pants shall be worn (no shorts or jeans).
• Security guards may wear a duty belt or similar, and may carry items like keys, flashlight, OC spray, etc…
• Security guards shall not carry a firearm or taser/stun gun during the assignment.
REPORTING/MEASUREMENTS PROVIDED TO CITY
Provide nightly logs of duties performed and provide the list to the Police Department
TERM
The initial trial term will be for 12 months from January 1, 2026 to December 31, 2026 which equates to 352 days.

HOURS/TIMES OF SERVICE
For the initial term the City is seeking 7 hours/day, from approximately 6:00 p.m.- 2:00 a.m. Those times may shift
from time to time, and will be worked out with the Oshkosh PD.
COST
At approximately 7 hours/day x 352 days = 2,462 hours x $30/hour = $73,920. This is a not to exceed cost, and may
be reduced slightly to accommodate holidays within this time period (e.g. Memorial Day, July 4th, Labor Day,
Thanksgiving, Christmas).
