RE: Comprehensive Energy Plan
Community Development staff, in conjunction with paleBLUEdot, have developed a
Comprehensive Energy Plan focusing on reducing our carbon footprint, operational costs, and
guiding proactive energy upgrades in municipal operations. Ted Redmond, paleBLUEdot, gave
a presentation at the September 4th, 2025 Sustainability Advisory Board Meeting to provide a
background on the creation of the plan, data collection, solar feasibility, and strategic goals and

Key Components:
1. Carbon Reduction Targets:
a. Achieve a reduction in greenhouse gas emissions through energy efficiency and
renewable energy adoption.
2. Operational Cost Reductions:
a. Implement energy efficiency measures could save up to $340,000 annually by
reducing electricity and natural gas consumption.
3. Proactive Energy Upgrades:
a. Conduct energy audits and benchmarking to prioritize and implement energy
improvements.
4. Renewable Energy Projects:
a. Implement solar installations on all viable city buildings.
Implementation:
Successful implementation of this plan will position Oshkosh as a model for sustainable
municipal operations, significantly contributing to climate resilience, and financial stewardship.
Staff is looking for a recommendation of approval from the Sustainability Advisory Board to
move forward with the plan. After the Sustainability Advisory Board gives their
recommendations, we will bring the Comprehensive Energy Plan forward for full approval by
Common Council.
