HomeMy WebLinkAbout09.19.25 Newsletter : TO: Honorable Mayor and Members of the Common Council FROM: Rebecca Grill, City Manager DATE: September 19, 2025 RE: Weekly Newsletter 1. NEW SURVEYS ON THE CITY’S POLCO CITIZEN ENGAGEMENT PLATFORM: The City of Oshkosh is seeking input from the community. A new survey has been posted to gather input concerning the use of all-terrain vehicles (ATVs) and utility-terrain vehicles (UTVs) on city streets, sidewalks and bike paths. The current City of Oshkosh ordinance only allows ATVs on roads and sidewalks between October 1st and April 30th if a snow removal device is attached to it. The city does not have an ordinance regarding the use of UTVs on city streets. The City’s Transportation Committee and Common Council value residents’ feedback and appreciate your participation. Also keep an eye out next week for a different survey seeking public input on the concepts for the realignment of Lake Shore Drive and the adjacent green space improvements along Lake Winnebago near Menominee Park. The survey, which will be posted beginning the week of September 22nd, includes several visuals of the proposed concepts. The goal is to select a single concept based on stakeholder feedback and develop that final concept. Construction is projected to occur over the next few years in conjunction with the Clearwells project site improvements. Look for the survey in the “Hot Topics” section of the City’s website, on the City’s Polco platform, and on City social media platforms. 2. SIDEWALK REHAB LETTERS SENT TO RESIDENTS: Letters were sent this week to property owners in the 2026 Sidewalk and Driveway Approach Rehabilitation area. These letters explain that the City’s Water Utility staff may have begun locating the water curb stops. The Utility marks the curb stops with blue paint and places a blue “X” on the street or sidewalk to note the location. A City staff member will be walking the program area and preliminarily marking any defective sidewalk sections and driveway approaches with fluorescent green paint. Staff will inspect the sidewalk again in the spring to determine if corrective action is needed for the sidewalk and driveway approaches. Issues requiring repairs include cracks, raising, settling, or incorrect cross slope. These letters also explained that, as part of the Vehicle Registration Fee, defective sidewalk and driveway approaches are replaced at no cost to the property owner. Property owners may request additional sidewalk be replaced; however, if it does not meet the City’s defective criteria, property owners would be responsible for covering the additional cost at the contract price. The 2026 Sidewalk and Driveway Approach Rehabilitation Area is generally described as the area within West 9th Avenue to the north, I-41 to the east, Clairville Road to the west, and West Waukau Avenue to the south. Additional information will be mailed to property owners in the spring, to include information about the construction, the City’s contractor’s information, and a way to receive project updates via e-mail. If you have any questions, please contact Engineering Division Manager / City Engineer, Justin Gierach. 3.
