Executive Director Report – Next Meeting November 19, 2025 __________________________________ Redevelopment Authority Minutes 1 July 30, 2025 REDEVELOPMENT AUTHORITY MEETING MINUTES July 30, 2025 PRESENT: Susan Panek, Todd Hutchison, Adam Bellcorelli, Jason Lasky, Thomas Belter, Matt Mugerauer, Meredith Scheuermann EXCUSED: STAFF: Sara Rutkowski, Interim Community Development Director; Casey Canady, Principal Civil Engineer; Hannah Schueler, Administrative Assistant Mugerauer called the meeting to order at 4:00 p.m. Roll call was taken and a quorum declared present. Election of Officers Mayor Mugerauer called for vice-chair nominations. Mr. Lasky nominated Mr. Belter. Mayor Mugerauer called for vice-chair nominations a second time. Mayor Mugerauer called for vice-chair nominations a third time. Having called for nominations three times, nominations closed and Mr. Belter accepted the nomination for vice-chair. A voice vote was conducted and all members voted in favor. Approve May 21, 2025 Meeting Minutes Motion by Bellcorelli to approve the May 21, 2025 Meeting minutes. Seconded by Panek. Motion carried 7-0. __________________________________ Redevelopment Authority Minutes 2 July 30, 2025 Res 25-04 Accept Storm Sewer Easements Located Northeast of East 9th Ave from the City of Oshkosh Mr. Canady presented the item. He stated that there are two easements intersecting the Mill on Main development through the Parks property. These easements grant access and rights for storm sewer discharge on-site, directing outflow to the Fox River. Motion by Bellcorelli to approve Res 25-04. Seconded by Belter. Motion carried 7-0. Res 25-05 Declaration of Storm Water Drainage Easement Between Parcel Numbers 90301390300 and 90301550400 (Mill on Main Development) The vacated 8th Avenue easement facilitates the resolution of property boundaries between individual private properties. The lots, subdivided into distinct parcels, enable drainage across properties. This arrangement addresses potential changes in ownership, allowing for seamless drainage management should a lot be sold in the future. Motion by Bellcorelli to approve Res 25-05. Seconded by Belter. Motion carried 7-0. Res 25-06 Approve Housing Specifications for Redevelopment Authority Infill Lots Ms. Rutkowski stated that the Redevelopment Authority asked for guidelines to help develop RDA lots. After a housing study, staff created a housing book detailing what these lots could look like. Staff put in extra effort to design ideas for infill lots, learning from other cities and focusing on key features like basements and garages, while adhering to all building and zoning rules. These guidelines set a basic standard for infill development that might be used across the city. During discussions, some raised concerns about whether these guidelines would make things tougher for developers. Staff recognized that no two infill lots are the same, so __________________________________ Redevelopment Authority Minutes 3 July 30, 2025 they included a clause allowing flexibility in applying these guidelines. Concerns were also voiced about Oshkosh's reputation with developers, stressing the importance of having a variance process to allow exceptions. There was talk of having yearly reviews to make necessary updates to the guidelines. While some questioned the need for these specs due to existing building codes, staff highlighted that some community members believe current infill homes aren't attracting the interest they should because they don't meet expected standards. Motion by Bellcorelli to approve Res 25-06. Seconded by Panek. Motion carried 6-1 (Nay – Lasky) Res 25-07 Approve Offer to Purchase Parcel Number 0806110000 (Formerly 42 Mill Street); Keen Capital Management, LLC ($10,500.00) Ms. Schueler presented the item. In September 2023, the Redevelopment Authority acquired this vacant lot intended for future housing development. This lot had been unused for almost 20 years. The home, a single-family, three-bedroom with a two-car garage, was relocated from Fond du Lac due to road construction that required its removal or demolition. The applicant plans to use the home as a rental property aimed at lower-income individuals. Currently, Keen Capital Management manages the property and accepts rental vouchers. Jackson Keen; representative of Keen Capital Management; gave some background on previous projects they have completed and what the next steps would be once the offer to purchase is approved. Mr. Keen stated they are able to make adjustments or changes as needed per planning and building codes. Motion by Bellcorelli to approve Res 25-07. Seconded by Scheuermann. Motion carried 7-0. __________________________________ Redevelopment Authority Minutes 4 July 30, 2025 Executive Director’s Report South Shore Redevelopment Area • Boatworks Property: Leasing waiting list initiated for the first building, slated for completion this Fall. • Former Morgan Door/Jeld-Wen: Froedtert ThedaCare Health is making progress on their 85,000 sq ft hospital and is hiring staff. • Sawdust District Redevelopment Area Pioneer Marina/Island: Ongoing discussions for development. Plans submitted for a pergola and sand volleyball courts installed. • Mill on Main: Temporary water issues stalled work; Phase I expected by Fall 2025. Collaborations continue with DNR for dock installations. Marion & Pearl Redevelopment Area • Mercury Marine Parking Lot: No updates. • Merge Urban Development: No updates. Sawyer Street/Oshkosh Avenue • Intersection Reconstruction: Asbestos removal completed; demolition expected this Fall. Housing • Washington School Redevelopment: Bids for right of way, stormwater, and grading work underway. Collaboration with Habitat for Humanity for lot purchases beginning after bidding. • Jefferson Street/North Main Street: Encroachment agreement and environmental remediation in progress due to soil issues. Box 1130 Oshkosh, WI 54903-1130 920.236.5000 http://www.oshkoshwi.gov TO: Redevelopment Authority FROM: Hannah Schueler Economic Development Specialist DATE: September 17, 2025 RE: Res 25-08 Approve Offer to Purchase Parcel Number 91004030100 (Formerly 421 E Lincoln Ave); Lukas & Kari Noskowiak ($4,001.00) BACKGROUND The Redevelopment Authority acquired this site from Winnebago County in June 2011, who earlier that same year acquired it from a private property owner. Historic orthophotography shows that there was a shed-like structure on site until its eventual demolition in April 2016. It has since remained vacant. ANALYSIS Adashun Jones on behalf of the applicant, has formally submitted an offer for consideration. The applicant has adhered to the Redevelopment Authority's requirements by providing the necessary documentation for review by city staff and RDA members. The applicants have purchased the home next door at 417 E Lincoln Ave in August 2025. They have proposed to combine the lots and build a garage where the vacant parcel currently sits, since the home at 417 E Lincoln does not have a garage. Planning staff has reviewed the proposed plan and has no concerns. The applicant will work with Inspections and Planning staff to meet all zoning and building codes. Due to the unique nature of the lot and the proximity to the railroad, staff believes that this is the best use of this lot. RECOMMENDATION The Redevelopment Authority approves the offer to purchase parcel number 91004030100 (Formerly 421 E Lincoln Ave) to Lukas & Kari Noskowiak for $4,001.00 REDEVELOPMENT AUTHORITY OF THE CITY OF OSHKOSH, WISCONSIN SEPTEMBER 17, 2025 25-08 RESOLUTION (CARRIED_________LOST________LAID OVER________WITHDRAWN________) PURPOSE: APPROVE OFFER TO PURCHASE PARCEL NUMBER 91004030100 (FORMERLY 421 E LINCOLN AVE); LUKAS & KARI NOSKOWIAK ($4,001.00) BE IT RESOLVED by the Redevelopment Authority of the City of Oshkosh that the offer to purchase in the amount of $4,001.00 submitted by Lukas and Kari Noskowiak for the property located at parcel number 91004030100 (formerly 421 E Lincoln Ave), is hereby accepted and the proper officials are hereby authorized and directed to execute any and all documents necessary for purposes of same. Former Morgan Door/Jeld Wen Froedtert ThedaCare Health have made considerable progress constructing their 85,000 sq ft hospital. They have begun the process of hiring staff. SAWDUST DISTRICT REDEVELOPMENT AREA Pioneer Marina/Island Area The City continues to work with the owner on potential development opportunities. They have submitted plans for a semi-permanent pergola and installed sand volleyball courts. They are currently working through some permitting items with the DNR. Mill on Main Redevelopment Project Phase I is anticipated to be completed by Fall of 2025. Staff continues to work with Mill on Main and the DNR for the installation of the docks. Mill on Main has requested an extension for Phase II on one year which will be going to Council for approval soon. MARION & PEARL REDEVELOPMENT AREA Mercury Marine Parking Lot on RDA/City Land Mercury Marine will touch base with City staff at the end of September. Merge Urban Development Merge has requested an amendment for Building 3 with construction on or before December 31, 2026. This will be presented to Council soon. City Hall, 215 Church Avenue P.O. HOUSING Washington School Redevelopment Staff is currently working with the contractor awarded the ROW, stormwater and grading bid and with Habitat to determine the best, most economical schedule for work to be completed. Jefferson Street/North Main Street Commonwealth Project Corridor had a minor issue with some footings extending to the ROW and staff is negotiating an encroachment agreement. Staff is also assisting Corridor with some environmental remediation due to the unanticipated amounts of contaminated soil that needed to be disposed of properly.
