HomeMy WebLinkAboutTransportation Committee Staff Report 9.9.25 Old Business New Business 1) Presentation of Traffic Impact Analysis – Carl Traeger School Site and request for new signalized intersection As part of the recently passed Oshkosh Area School District (OASD) Referendum, OASD plans to address traffic concerns with the ingress and egress to the Carl Traeger School. OASD hired TADI Inc. to conduct a Traffic Impact Analysis and make recommendations. TADI will present the study and their recommendations to the Transportation Committee. One of the recommendations is signalizing the intersection of the west driveway to Traeger Schools and W. 20th Avenue. Signalized intersections are covered in Chapter 27a-7 of the city’s municipal code. We are looking for a recommendation from the committee to signalize this intersection. I recommend Approval 2) A request for a recommendation of UTV/ATV use on city streets. (Current Condition – prohibited on city streets) Winnebago County recently passed an ordinance to allow UTV/ATVs on county roads. The City Council is interested in allowing these on city roads. They have referred this issue to the Transportation Committee for a recommendation. Please see the attached supplemental sheets for points of discussion. The Council is looking for recommendations from the committee to consider. The first point of discussion is if ATV/UTVs should be allowed on city streets. If they are allowed, then where, when, how etc. I have included a copy of information form WisDOT as well as background. 3) A request to add a 24-hour parking permit and associated rate for city owned parking lots that currently allow permit parking. There are occasions when downtown tenants have visitors and/or guests staying with them. In some cases, there is not on street parking available in the immediate area and/or there is a temporary need for overnight parking in the lot. I checked with our vendor and we can offer a 24- hour time limit through the mobile app. This product would allow for 24-hour parking in the Transportation Committee Staff Report Sept. 9, 2025 permitted spaces. As we already allow overnight parking in the permitted spaces with a monthly or annual permit, I don’t see too much downside to this. We discussed a $6 rate for the 24-hour permit. A daily permit is $3 so it makes sense that a 24-hour permit would be double. There is still a free option available by contacting the Oshkosh Police Department who may give temporary permission to park overnight night for up to 3 nights. I recommend approval Staff Statements ❖ October meeting will be Monday October 13th at 4 p.m. ❖ Monthly fare caps.
