Chair Davis called the meeting to order at 6:00 P.M. A quorum was determined to be present.
APPROVAL OF MINUTES
Motion by Floam for approval of the May 12, 2025 minutes. Seconded by Franz. Motion
carried 5-0.
NEW BUSINESS
1) PRESENTATION OF THE FORESTRY STRATEGIC PLAN AND FORESTRY
MANAGEMENT PLAN PROJECTS BY EOCENE ENVIRONMENTAL GROUP
Mr. Derks stated that the Parks Department has entered into an agreement with Eocene
Environmental Group to develop both a Forestry Strategic Plan and a Forestry
Management Plan with a tree planting component. These plans will be used to help guide
Forestry projects into the future. Mr. Derks Introduced Rich Hauer from Eocene to present
information on both of these documents
Mr. Hauer explained that these plans will be used to help guide Forestry projects
into the future. The key objectives for these plans are as follows: a) Create a
management framework that includes policies, practices and community
engagement; b) Develop strategies to meet long-term tree canopy needs; c)
Improve the resiliency, biodiversity and sustainability of Oshkosh's urban forest;
and d) Promote environmental sustainability and community well-being.
A community survey is planned for later this summer to gather input from Oshkosh
residents.

2) PRESENTATION OF MILLER'S BAY SHORELINE RESTORATION SITE PROJECT
BY URBAN ECOLOGY OSHKOSH AND CONSIDER THEIR REQUEST TO EXTEND
THEIR MAINTENANCE AGREEMENT
Mr. Maurer stated since 2011, various groups and individuals have volunteered to install
and maintain shoreland plantings in Miller's Bay. Since the inception of these planting
areas, the Advisory Park Board and city staff have expressed the need for the volunteer
groups to keep the areas maintained in order for them to remain in the park. In 2022, the
Board agreed to a 3-year commitment to continue to allow the planting areas as long as
they were maintained.
Shannon Davis-Foust of Urban Ecology Oshkosh and Wild Ones (4946 Broderick Road,
Omro, WI 54963) and Sarah Kleinschmidt, Key Volunteer for Urban Ecology Oshkosh and
Co-Manager for the Millers Bay Restoration Site Program (130 Lennox Street, Neenah, WI
54956) attended the meeting to present on the history of the site and their future plans for
the sites. Ms. Davis-Foust shared a historical overview of the site including plantings and
name changes throughout the last 14 years before stating lessons learned and proposed
next steps.
The current problems within the site include some young trees and many aggressive and
invasive species. A “salvage” area was suggested for both locations at Menominee Park
with the remainder of the areas to be mowed down. The group will work with Mr. Derks
on a new planting plan for the sites while reducing both areas for the remainder of this
year.
Motion by Herman to direct staff to work with Urban Ecology Oshkosh to come up with
new plans for the sites and potentially other sites along with maintenance plans to be
brought back to the Board. Seconded by Floam. Motion carried 5-0.
3) DISCUSS AND RECOMMEND PLACEMENT OF GEORGE WASHINGTON BUST
Mr. Maurer stated that Community Development staff has been working with the
Menominee South, River East, and Stevens Park Neighborhood Associations, as
well as the Library, Museum, Parks, and Public Works Departments to determine a
new location for the George Washington Bust that was previously located in the
front yard of Washington School on Winnebago Avenue. In September of 2024, the
existing school property was sold to the City of Oshkosh and is in the process of
being redeveloped for single family homes and therefore the bust needed to be
removed and relocated.
This bust, and many other statues in Oshkosh, are part of a collection that was
gifted to the City in the early 1900’s by Colonel John Hicks and are maintained by
the John Hicks Trust Fund. In 2024, Community Development, Library, and
Museum staff engaged with the three Neighborhood Associations surrounding the
Washington School site to come up with a plan to help find a new location for the
bust. The outcome of those engagements was a collaborative Great Neighborhoods
Program application by the three neighborhoods asking for funds to help with the
relocation and beatification of the site once selected.
City staff considered many locations and, on Tuesday, June 3, 2025, three options
were presented to neighborhood representatives to vote on. The neighborhood
representatives selected Roe Park on Washington Avenue as their choice with the
idea that the bust should be located on the Washington Avenue side of the park.
City staff agree and also feel Roe Park is a good central loca tion in the city where
the Washington Bust will receive great exposure to the public, satisfying the
original intent of the gift from Colonel John Hicks to emphasize beautification and
monumental grandeur in urban planning which can promote moral and civic
pride in urban populations.
The Great Neighborhoods Program funds that were set aside for this project will
be used to help pay for any landscaping, concrete, and any other design site
features needed, to make sure the area around the bust will be attrac tive public
asset for years to come.
Board members thanked city staff for working with the various neighborhood
associations on this project. The Roe Park site makes sense.
Motion by Floam for recommendation to Common Council for approval of the placement
of George Washington Bust at Roe Park. Seconded by Herman. Motion carried 5-0.
4) DISCUSS AND RECOMMEND CAPITAL IMPROVEMENT PROGRAM (CIP) 2026-
2030
Mr. Maurer advised that the City Manager, Finance Department and Council want to
focus on the next two years when reviewing the entirety of the CIP.
Mr. Maurer shared the projects recommended by staff for the 2026 CIP include replace ball
field lights on Reetz north, South Park splash pad replacement, Abbey Park play
equipment replacement, West Algoma Park play equipment replacement, Menominee
Park zoo improvements, Quarry Park development and Park Trails improvements.
The 2027 projects include the Rainbow Memorial Park restrooms renovation, replace ball
field lights on Reetz south, Rusch Park boardwalk replacement, Abe Rochlin play
equipment replacement, Bauman Park play equipment rubber surfacing install, Mary
Jewell Park ball field renovation, Teichmiller Park play equipment rubber surfacing
install, Park Site A (Ripple and Oregon) development, Red Arrow skate park renovations,

Rusch Park bridge to Casey’s Meadows subdivision, Pickart Park tennis and basketball
courts and Riverside Cemetery road repaving.
Mr. Maurer then briefly covered the contents of years 2028-2030. After some discussion,
Board members spoke in favor of recommendations from staff.
Motion by Floam for recommendation to Common Council of approval of the Capital
Improvement Program for 2026-2030 prioritized by staff. Seconded by Millette. Motion
carried 5-0.
STAFF REPORTS
PARKS DIRECTOR (Maurer)
Mr. Maurer provided updates on the Pickart Park development taking place as well as the
Quarry Park Master Plan that is being worked on with the neighborhood association.
ASSISTANT DIRECTOR (Dallman)
Mr. Dallman updated on the zoo path work and entryway work. Stevens Park
improvements taking place including play equipment, path lighting and flag pole. 44th
Parallel tennis/pickleball project will be starting along with the tennis and basketball court
work at Stevens Park. Rainbow Memorial Park play equipment project is finishing up.
LANDSCAPE OPERATIONS MANAGER (Derks)
Mr. Derks updated on the medial along Knapp St. by Quarry Park was planted by
volunteers with marigolds, calling it the Quarry Gold and the neighbors will maintain
these.

of h av in g th e am u sem en t train operate th is year. Th ese discu ssion s h av e been tak in g place as
an effort to reju v en ate th e zoo an d Men om in ee Park to expan d th e train operation by
pu rch asin g an on -lan d, wh eeled train th at cou ld trav erse th e m ajority of Men om in ee Park from
th e beach area to Am es Poin t area. Th ese discu ssion s h av e in clu ded Discov er O sh k osh , th e
O sh k osh Area Com m u n ity Fou n dation an d oth er com m u n ity partn ers. Efforts are u n derw ay for
a pu blic/priv ate partn ersh ip to raise fu n ds to pu rch ase a n ew train as well as com pletin g th e
zoo m u rals project an d poten tially oth er im prov em en ts to th e zoo an d park . In clu ded in you r

h irin g of n ecessary staff. We an ticipate th at ride tick ets wou ld be sold ou t of th e Lak e Fly Cafe
