PURPOSE:
WAIVE BIDS; AWARD CONTRACT; APPROVE FUND
TRANSFER / RIVERSIDE PARK RESTROOMS
INITIATED BY:
DEPARTMENT OF COMMUNITY DEVELOPMENT
WHEREAS, the City of Oshkosh Common Council approved funds in the 2005
Capital Improvement Program for construction of restrooms in Riverside Park; and
WHEREAS, given the sensitive nature of improvement activities within the
Riverside Park expansion area relating to environmental remediation work, it would be
desirable to have one contractor maintain responsibility for all construction activities on
the site; and
WHEREAS, C.R. Meyer and Sons Co. was awarded the contract for Phase I
construction of the Riverside Park expansion area, as well as a private contract with the
Oshkosh Area Community Foundation for construction of the performance facility; and
WHEREAS, there is a need for standardization and compatability between the
performance facility structure and other buildings in the Phase I expansion area, as well
as the environmental remediation work, and it is desirable to contract with C. R. Meyer
and Sons for construction of the restrooms and it is therefore necessary to waive bids
pursuant to Section 12-10 of the Oshkosh Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the proper City officials are hereby authorized and directed to waive bids
and enter into a contract with C. R. Meyer & Sons for design and construction of
restrooms within Riverside Park in the amount of Six Hundred Sixty-One Thousand
Eight Hundred Six Dollars and NO/100 ($661,806.00).
BE IT FURTHER RESOLVED that the proper City officials are authorized and
directed to transfer the sum of Six Hundred Seventy-Five Thousand Dollars and NO/100
($675,000.00) from Account No.1 00-0071-3460-00000 - General Fund Equity to
Account No. 323-0740-7206-06124 - Equipment Fund - Riverside Park Expansion.
BE IT FURTHER RESOLVED that the proper City officials are hereby authorized
and directed to enter into an appropriate agreement for the purpose of same. Money for
this purpose is hereby appropriated from Account No. 323-0740-7206-06124 -
Equipment Fund - Riverside Park Expansion.

Reference: Riverside Park Restrooms - Revised
Dear Mr. Kinney:
We have completed preliminary sketches on the above referenced project and
have prepared a lump sum quote of Six Hundred Sixty One Thousand, Eight
Hundred Six Dollars & 00/100 ($661,806.00). Following is a list of features:
. Design, drawings, and State submittals.
. Two buildings, each measuring 80' x 24' x 9'-4" tall.
. Walls to be masonry to match the performance pavilion.
. Roof to be wood trusses (8/12 pitch) with colored standing seam metal
roofing.
. Ridge vents, vented soffit, metal fascia and gutters with downspouts to
match the roof.
. Rooms to be women's, men's and janitor/storage.
. Women's rooms to have 17 toilets each and 8 sinks each.
. Men's rooms to have 5 urinals each, 4 toilets each and 6 sinks each.
. This quote includes metal toilet partitions, toilet paper dispensers, mirrors,
soap dispensers, paper towel dispensers, and grab bars.
. Doors and frames to be hollow metal painted.
. Ceilings to be abuse resistant gypsum.
. Walls and ceilings to be painted with epoxy paint.
. Floors to be exposed concrete.
. Foundation and slab to be reinforced concrete grade beam construction
on pipe piling to minimize the amount of excavation required.
. Plumbing includes submittals, design, fixtures, floor drains, water heaters
and tie-ins. .
. HV AC includes ventilation only of these buildings as they are unheated
and intended for seasonal use.
. Electrical includes wire, light fixtures, outlets, switches, motion sensors,
design, and submittals.
. Performance bond.

We have not included:
. Landscaping.
. Off-site disposal of excavated materials.
. Site furnishings.
If awarded this work now, these buildings will be complete and ready for use
before May 30, 2005. Please feel free to contact us with any questions,
