Urben Mr. Mike Blank City of Oshkosh 215 Church Avenue Oshkosh, WI 54903 Re: A/E Professional Services Proposal Carriage House and Sawyer House Window Repairs Oshkosh Public Museum Dear Ms. Cannizzo, Mr. Urben, and Mr. Blank: Thank you for the opportunity to provide you with a proposal for professional services. You have requested this proposal for us to provide coordination, design development, construction documentation, and construction administration for this building maintenance. FEI’s capabilities will be heightened by Jessie Powers, Jessica Powers Design. Jessie is a designer whose expertise is in restoration, rehabilitation, and adaptive reuse. She performs investigation, evaluation, recommendation, and design of building spaces and components. She is a WI registered interior designer. She specializes in layout and configuration of architectural space for integration of technology, building code, accessibility and building systems into new, existing, and historic buildings. She excels at historical research, interior space planning, finish materials, and equipment and furnishing. Based upon our discussion with you and our understanding of the project, Facility Engineering, Inc. (FEI) offers you the following. We refer to Oshkosh Public Museum as The Museum and City of Oshkosh as The City. Proposal FEI proposes onsite condition surveying, design development, and documentation suitable for bidding purposes. Next, we define periodic scopes of work for maintenance and/or repair by providing construction documents and construction administration. We will coordinate with the Wisconsin Historical Society (WHS) to maintain historic register compliance. After the award of a construction contract, pertinent construction documents and construction administration will ensue. Urben, and Mr. Mike Blank April 30, 2025 Page 2 of 3 2820 Walton Commons Lane  Madison, WI 53718  608.240.9110  www.facilityengineeringinc.com General approach Initiation/Administration  Teleconference and/or in-person meetings with Anna and Mike to establish the project scope, key issues, and priorities.  Coordination/management of project team (The Museum, The City, and FEI). Pre-design  Condition survey and assessment on-site (one (1) visit): o Visually inspect and photo-record sample conditions from interior space and exterior. o Verify and record measurements of selected sample conditions. o Sawyer House – perform inspection to locate and identify areas of deteriorating fenestration. Conditions and repairs to be noted on drawings and specifications. o Carriage House - perform inspection to locate and identify areas of deteriorating masonry, stucco, wood, fenestration, sealant (including control joints) and paint. Conditions and repairs to be noted on drawings and specifications.  Review meeting with The Museum and The City (via conference call). Schematic Design  Review the program furnished by The Museum to ascertain the requirements of the Project.  Arrive at a mutual understanding of such requirements with The Museum and The City.  Provide a preliminary evaluation of the program, schedule and construction budget requirements.  Review with The Museum and The City alternative approaches to design and construction of the Project.  Review meeting with The Museum and The City (via conference call). Design Development  Based on the approved Schematic Design and any adjustments authorized by The Museum and The City in the program, schedule, or construction budget, prepare, for approval by both, Design Development Documents consisting of drawings and other documents to repair and describe the size and character of the Project as to architectural systems, materials and such other elements as may be appropriate.  Review meeting with The Museum and The City (via conference call). Bidding Documents  Review Design Development with The Museum and The City (via conference call).  Revise drawings and specifications per The Museum and The City.  Develop final drawings and specifications/project manual suitable for bidding.  Submit bidding documents to Wisconsin Historical Society for review.  Prepare Construction Documents. Bidding  Contact potential bidders.  Submit bidding documents to The City for bidding coordination.  Facilitate Pre-bid meeting (one (1) visit). Compensation Compensation is based upon hourly rates and related hours assigned to each defined task. Any additional services beyond the scope of this proposal will be performed upon written authorization and will be compensated at the hourly rates indicated. Professional Fees The fee for rendering professional engineering services as outlined above shall be billed on a Fixed Fee basis with these limits. Initiation/Administration $ 6,600.00 Pre-design $ 3,300.00 Schematic Design $ 4,000.00 Design Development and Bidding Documents $ 12,550.00 Bidding $ 4,700.00 Construction Documents and Administration $ 10,950.00 Reimbursable expenses (maximum) $ 1,500.00 Total Fee $ 44,250.00 Schedule We understand that our agreement will not be forged until Fall 2025; however, we are able begin field work late-Summer/early-Fall 2025. General Terms  FEI shall be provided full access (with escort) to property interior for the duration of time required to complete the work.  On-site observation(s) may be conducted at any time during normal daytime office hours.  FEI shall utilize information from previous work completed with The Museum. Additional information may be required and would need to be provided by The Museum with regards to building and construction, its repairs, and/or modifications made.  The Museum and The City will remove selected storm windows and make available for inspection by FEI.  Hazardous materials consulting (e.g. testing, analysis) work is not included within the scope of this proposal.  This list is not all-inclusive and is meant to complement any Purchase Order agreement.
