A request for no parking on Arizona Street west side from 356’ to 394’ north of 17th Avenue (Current Condition: no parking east side from 16th Avenue to 18th Avenue, and no parking east side from 19th to 20th Avenue) This road is 26 feet wide in this stretch and there is already no parking on the east side of the street due to the narrowness of the pavement. There is a utility pole directly south of the requester’s driveway. The location of this pole makes ingress and egress to this driveway extremely difficult especially if/when a vehicle is parked in this area. There is limited space between the utility pole, the driveway to the south and a fire hydrant. Therefore; there is only space for a very small vehicle in this space. I recommend Approval 2. A request to remove the 2 hour parking restriction on Washington Avenue (Current Condition – 2 hour parking, south side, from 54’ east of Court to Broad) (this is a request of the downtown YMCA). The Downtown Oshkosh YMCA has outgrown their current off street parking lots. They are in the process of expanding their parking lot. However; that project will take at least a year. They have also worked with adjacent businesses and organizations to procure additional off-street parking spots. However; their employees are concerned about their safety walking to and from these lots at night. The YMCA has inquired if it is possible to remove the timed parking restriction in this area of Washington Avenue. I reached out to the Operators of the Howard to get their feedback. They do not have an issue with removing the timed parking restriction in this area. Transportation Committee Staff Report July 8, 2025 I recommend approval. 3. Saturday Fixed Route Transit Service The city is facing a structural budget deficit and departments were asked to look at ways to be more efficient. Saturday transit service is one area that could possibly be more efficient. As a follow-up to the discussion at our June meeting (more information is available in the June staff report and those minutes if needed for a refresher), we conducted a survey of Saturday service. The results are attached. The majority of Saturday respondents are using transit to get to and from work. We did a short-follow up survey for those using the bus for employment purposes. The majority of employment riders are working full-time. They go to work between 6:15 and 8:15 and return after 2:15 p.m. It seems like they work a traditional 8-hour shift. It is possible some of these riders would qualify for the Access-to- Jobs (ATJ) program. The ATJ program is available to those that live and work in the City of Oshkosh, work more than 30 hours a week and earn less than 275% of the federal poverty wage (which is based on family size). It is also possible; workers could take a fixed route bus to work in the morning and return via a micro-transit shared ride taxi if that was chosen to replace fixed route in the afternoon. Some options discussed are: - Status quo – operate 6:15 a.m. to 6:45 p.m. on Saturday - Eliminate Saturday service - Start Service Later and/or End Earlier on Saturday - Consolidate routes and/or offer hourly service on Saturdays - End service earlier on Saturday and offer micro-transit in the afternoon. For example, operate from 6:15 to 1:45 p.m. and offer micro-transit from 1:45 p.m. to 6:45 p.m. It seems like offering some form of micro-transit service on Saturday afternoons is the best option if an adjustment to Saturday transit service is pursued. The city is forming a structural deficit committee to evaluate efficiencies. We will refer this possible Saturday service adjustment to the committee. If adjusting Saturday service is recommended, I anticipate this topic would come back to the Transportation Committee for a formal recommendation to council. If any changes to Saturday service are recommended, the change would most likely not go into effect until 2026. Staff Statements ❖ I had a request to replace the yield sign at the intersection of Crane and Columbia with a stop sign (this is a citizen request). I evaluated this intersection. There have been 3 crashes here in the last 12 months. However; prior to that there are no other crashes in the last five years. There are other stop intersections within blocks of this one therefore; adding another one might cause other safety issue I have flagged the yield signs to make them more visible as an initial step to improve the safety of the intersection. We will keep any eye on this. Reschedule Oct. 14th meeting to Monday October 13th at 4 p.m. There is a conflict on October 14th with a budget workshop. ❖ Monthly fare caps. We are currently evaluating these in conjunction with the city’s annual budget process ❖ Cooperative Agreement for continuing transportation planning for the Oshkosh, WI metropolitan planning area between the city of Oshkosh/GO Transit, the state of Wisconsin, Department of Transportation, and East Central Regional Planning Commission and the Oshkosh Metropolitan Planning Organization is being renewed.
