PURPOSE: APPROVE ADDITIONAL PURCHASE OF MANHOLE /CASTINGS
FOR PUBLIC WORKS DEPARTMENT ($32,560.00)
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
WHEREAS, the Department of Public Works has adopted standards for the
manhole and inlet castings to be used within the city; and
WHEREAS, Council approved an initial order of castings for the 2020 construction
season in April 2020; and
WHEREAS, additional manhole castings are necessary in order to complete
contract 20-20 Sanitary Manhole Rehabilitation Inflow/Infiltration Project.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the proper City officials are hereby authorized and directed pursuant to
Section 12-11 of the Oshkosh Municipal Code to purchase additional manhole and
castings from:

BE IT FURTHER RESOLVED that the proper City officials are hereby authorized
and directed to enter into an appropriate agreement for the purpose of same. Money for
this purpose is hereby appropriated from:

RE: Approve Additional Purchase of Manhole Castings for Public Works Department
($32,560)
BACKGROUND
The Department of Public Works has adopted standards for the manhole and inlet castings to be used within
City -maintained Right -of -Way and easements. The standardization of the castings allows for a limited variety
of inlet and manhole castings to be stocked and ensures proper -sized items are available for repair. Manhole
castings are special ordered with the utility type cast into the lid to help identify the facilities.
ANALYSIS
Council approved an initial order for the 2020 construction season in April 2020. At that time, the work for City
Contract 20-11, Sanitary Manhole Rehabilitation / Inflow/Infiltration Program, had not been designed.
Therefore, the castings required for Contract 20-11 were not included in the initial order. Now that the sanitary
manhole rehabilitation project has been designed, and staff have determined that there is sufficient budget to
perform the manhole rehabilitation project, additional manhole castings are necessary. These castings will be
provided by Neenah Foundry Company of Neenah, Wisconsin.
FISCAL IMPACT
The cost of the castings to complete the work for Contract 20-11 is $32,560. Funding for this purchase is included
in the Sanitary Sewer section of the 2020 Capital Improvements Program.
RECOMMENDATIONS
Section 12-11 of the Municipal Code of the City of Oshkosh provides that material purchases, when standardization
or compatibility is the overriding consideration, may be approved by the City Manager without the use of
formal, sealed quotes. In accordance with Section 12-11 of the Code, I am recommending approval regarding
this purchase.

approximate, changes could alter unit prices. Estimated Shipping & Handling based on above quantities shipping in one complete
shipment. Any order submitted pursuant to this quotation shall not result in a contract until it is accepted and acknowledged in
writing by Neenah Foundry Company (SELLER).
Prices are valid on orders entered within 30 days from date of quotation, with shipment at earliest availability. All orders are subject
