The Common Council of the City of Oshkosh do ordain as follows: SECTION 1. That Section 27 -23(A-11) of the Oshkosh Municipal Code pertaining to parking regulations on designated streets and alleys is hereby amended as follows: A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS JOSSL YN STREET Add Thereto: No parking, west side, from 55 feet south of Rush Avenue to 55 feet north of Rush Avenue. No parking, west side, from 55 feet south of Southland Avenue to 55 north of Southland Avenue. PROSPECT AVENUE Add Thereto: No parking, north side, from Wisconsin Street to 72 feet east of Wisconsin Street. RUSH AVENUE Add Thereto: No parking, both sides, from Josslyn Street to 26 feet west of Josslyn Street. SAWYER STREET Delete Therefrom: No parking, both sides, from Oshkosh Avenue south to Sawyer Creek. No parking, west side, from Sawyer Creek to Buchanan Avenue. WESTFIELD STREET Add Thereto: No parking, west side, from 105 feet north of Taft Avenue to 210 feet north of Taft Avenue. 9TH AVENUE Delete Therefrom: No parking, north side, from Oregon Street to 158 feet east of Oregon Street. No parking, south side, from Oregon Street to 365 feet west. 2-hour parking, south side, from 365 feet west of Oregon Street to 50 feet east of Minnesota Street. Add Thereto: No parking, north side, from 158 feet east of Oregon Street to 158 feet west of Oregon Street. MEMORANDUM (t) OfHKOfH ON THE WATER TO: Richard Wollangk, City M~nager FROM: Mark Huddleston, Transportation Director DATE: November 17, 2004 SECTION 1: SECTION 27-23 (A-11) - PARKING REGULATIONS A POLICE DEPARTMENT REQUEST FOR NO PARKING ON THE WEST SIDE OF JOSSL YN STREET FROM 55 FEET SOUTH OF SOUTHLAND AVENUE TO 55 FEET NORTH OF SOUTHLAND AVENUE. [CURRENT CONDITION: UNRESTRICTED PARKING]. A POLICE DEPARTMENT REQUEST FOR NO PARKING ON THE WEST SIDE OF JOSSL YN STREET FROM 55 FEET SOUTH OF RUSH AVENUE TO 55 FEET NORTH OF RUSH AVENUE. [CURRENT CONDITION: UNRESTRICTED PARKING]. These items are requests from the Police Department. There continues to be parking problems around Titan Stadium during major events. The Police Department would like to have permanent parking restrictions near the intersections of Rush Avenue and Josslyn Street, as well as, Southland Avenue and Josslyn Street. Motorists are parking in crosswalks and near stop signs creating a potentially hazardous situation. The parking on Josslyn Street during events reduces the sight distance for eastbound traffic on both side streets to an unacceptable level. The parking on Rush Avenue and Southland Avenue is obstructing the stop signs and blocking crosswalk areas. There is no demand for parking in this area during normal hours, so a permanent parking restriction shouldn't cause any parking shortages. PASSED BY TRAFFIC REVIEW BOARD (7-0) A TRANSPORTATION DEPARTMENT REQUEST FOR NO PARKING ON THE NORTH SIDE OF PROSPECT AVENUE FROM WISCONSIN STREET TO 72 FEET EAST OF WISCONSIN STREET. [CURRENT CONDITION: UNRESTRICTED PARKING]. This is a request from the Transportation Department. There were two accidents at this intersection during the month of August. Both accidents involved westbound motorists on Prospect Avenue failing to stop for a double stop sign at Wisconsin Street. Since these accidents, the Sign Division has painted stop lines on Prospect Avenue at its intersection with Wisconsin Street to more clearly identify the intersection. However, the main problem at this intersection continues to be motorists running the westbound stop sign on Prospect Avenue at Wisconsin Street. After the last two accidents, the City purchased and on October 29, 2004 installed a solar-powered flashing red LED stop sign. The removal of parking is to insure the visibility of the stop sign during daylight hours. The new stop sign should drastically reduce the number of accidents occurring at this intersection. I will closely monitored the situation and provide an update in six (6) months. This intersection appears to be an ideal location for this new technology and hopefully it will correct the problems with this intersection. [CURRENT CONDITION: UNRESTRICTED PARKING]. This is a request from a citizen. There is a problem with motorists parking too close to the driveway at Brookside Apartments during events at Red Arrow Park. The Sign Department painted the curb yellow near the driveway, but with large vehicles parking near the driveway it remains difficult to see moving traffic on Westfield Street when residents exit the apartment complex. I have recommended restricting parking for 40 feet to the north, and 30 feet to the south of the driveway. This should provide adequate sight distance for residents using the Brookside Apartment driveway. PASSED BY TRAFFIC REVIEW BOARD (7-0) A CITIZEN REQUEST FOR2-HOUR PARKING ON THE SOUTH SIDE OF 9TH AVENUE FROM 217 FEET WEST OF OREGON STREET TO 365 FEET WEST OF OREGON STREET. [CURRENT CONDITION: NO PARKING]. This is a request from a citizen. There is currently no parking on the south side of 9th Avenue from Oregon Street to 365 feet west of Oregon Street. This citizen feels that parking could be allowed in front of the residential section on this portion of 9th Avenue. This request would add approximately three (3) additional parking spaces on 9th Avenue. There is unrestricted parking on the north side of 9th Avenue in this area. The minimum parking restriction on an approach to a signalized intersection is 150 feet. It has been my observation that traffic normally moves from the outside lane to the curb lane on the approach to a signalized intersection at approximately 250 feet. The accident history for this intersection is shown below: Intersection 2004 (7 months) 2003 2002 Wisconsin Street and Lincoln Avenue 4 2 1 The normal accident rate for an intersection with this level of traffic would be 4 to 5 accidents per year. A closer examination of the four (4) accidents in 2004 shows that only two (2) of the accidents involved right angle type collisions. The current traffic controls at this intersection seems to be successful in maintaining a safe environment. A four-way stop would require over 8,000 vehicles per day to stop at a non-warranted stop sign. The traffic volumes and accident history does not support the installation of a four-way stop sign.
