HomeMy WebLinkAboutItem II PLAN COMMISSION STAFF REPORT JUNE 3, 2025 ITEM II: INDUSTRIAL DESIGN STANDARDS VARIANCE FOR EXTERIOR BUILDING MATERIALS ON AN ADDITION AT 3255 FERNAU COURT GENERAL INFORMATION Applicant: Pinno Construction Property Owner: Schneider Property Management LLC Action(s) Requested: The applicant is requesting an approval of a variance from the City’s Industrial Design Standards to allow for a rear addition, exceeding 50% of the existing floor area, consisting of non-decorative metal panels not enhanced with Class I or II materials at 3255 Fernau Court. Applicable Ordinance Provision the Variance is being requested: Code Reference Regulation 30-240(B)(2)(c)(ii) If additions to existing building(s) constructed prior to the effective date of this Chapter are greater than 50 percent of the existing floor area of the building, the standards contained herein shall apply. 30-244(B)(4) Non-decorative metal panels may be used if enhanced on all elevations with Class I or II materials in combination with decorative fascia, overhangs, trim, lintels, sills, headers, belt courses, reveals, pilasters, windows, chimney, or other architectural features as deemed appropriate by the Director of Community Development or designee. In such cases, Class I or II materials amount to more than 15% of each facade. Property Location and Background: The subject site consists of a 2.57-acre lot located at the north end of Fernau Court. The site includes an 11,269 sq. ft. industrial building (Monroe Equipment) that was constructed in 2017, and associated parking area. The property is located within a Heavy Industrial Zoning District (HI) and the 2040 Comprehensive Land Use Plan recommends industrial development for the site. The surrounding area consists of vacant and industrial uses to the east and south, a Winnebago County waste management facility to the west, and vacant/residential land to the north. Adjacent Land Use and Zoning Existing Uses Zoning North Residential/vacant Town of Oshkosh South Industrial HI East Vacant HI West Waste Management Facility I Comprehensive Plan Land Use Recommendation Land Use 2040 Comprehensive Land Use Recommendation Industrial VARIANCE CRITERIA The City’s Zoning Ordinance establishes design standards for new construction and additions with the overall purpose/intent to: “Regulate the design and materials used for the exterior of buildings and structures within the City so as to maintain and enhance the attractiveness and values of property in the community.” The Ordinance states the following for additions: “If additions to an existing building(s) constructed prior to the effective date of this Chapter are greater than 50 percent of the existing floor area of the building, the standards contained herein shall apply”. The Plan Commission is authorized to grant variances from the strict application of the standards when it is determined that one or more of the following apply: 1. The variance will not be contrary to the public interest. 2. Substantial justice will be done by granting the variance. 3. The variance is needed so that the spirit of the ordinance is observed. 4. Due to special conditions, a literal enforcement of the provisions of the Zoning Ordinance will result in unnecessary hardship. 5. The variance will not allow an alteration of a historic structure, including its use, which would preclude its continued designation as a historic structure. ANALYSIS The applicant has proposed a 7,040 sq. ft. rear addition to the existing building. The proposed addition will be constructed entirely with ribbed metal panel exterior, to match the existing building. The applicant is requesting a design standards variance as code requires building additions exceeding 50% of the existing building floor area to meet current design standards requirements. The industrial design standards require elevations consisting of non-decorative metal panels to include at least 15% Class I materials on all facades. Page 2 ITEM II – DSV: 3255 Fernau Ct. According to the applicant, the addition is planned to add cold storage to allow for more inventory. The placement of the addition and exterior materials are intended to provide consistent appearance with the existing building, with matching building height/width and materials. The applicant feels that blending the addition into the existing building with matching materials results in a better appearance than utilizing Class I or II materials, which would result in the addition looking out of place from the original building. 2024 Google Street View Page 3 ITEM II – DSV: 3255 Fernau Ct. Staff evaluated the proposed plans and impact of the exterior materials being proposed in regards to the purpose and intent of the industrial design standards. The standards relate to preserving a building’s architectural integrity and the potential impact on adjacent properties, as well as the “curb appeal” of the block. In reviewing this request, staff considered: • Existing, exterior materials and appearance • Location of the site and character of the surrounding properties • Zoning, uses of the property and surrounding context Staff has determined that the proposed exterior materials will not have a detrimental impact on the overall appearance of the site as the addition is being constructed on the rear of the building, and will be minimally visible from the public right-of-way. Also, the proposed materials are consistent with the materials of the existing building and appropriate for an industrial use within an industrial zoning district. In this specific instance, matching the materials of the addition to the existing side and rear façades will result in a more cohesive appearance with the original building than adding Class I or II materials to these facades. RECOMMENDATION Staff recommends approval of a variance from the City’s Industrial Design Standards to allow a rear addition, exceeding 50% of the existing floor area, consisting of non-decorative metal panels not enhanced with Class I or II materials at 3255 Fernau Court: Finding: The variance will not be contrary to the public interest because the addition will be minimally visible from the public right-of-way and will be compatible with the existing building design.
