CALL TO ORDER 6:01 p.m. ROLL CALL Present:Kris Larson; Karl Buelow, Deputy Mayor; Paul Esslinger; DJ Nichols; Jacob Floam Absent:Matt Mugerauer, Mayor; Joe Stephenson Staff:John Fitzpatrick, Interim City Manager; Lynn Lorenson, City Attorney; Diane Bartlett, City Clerk INVOCATION - VOTING FIRST - Deputy Mayor Buelow PLEDGE OF ALLEGIANCE INTRODUCTION OF STAFF - Greg Stelter, Interim Fire Chief CITIZEN STATEMENTS TO COUNCIL Represeanative Lori Palmeri 212 Parkway, Oshkosh Representative Palmeri updated the council on the local and state meetings scheduled for the beginning of 2025. Steven Foust 2888 Clairville Rd., Oshkosh Mr. Foust spoke regarding the plumbing code and private water hookups required for individual homeowners who have wells. Mr. Foust expressed his dissatisfaction with the code, how residents are required to hook up to the city lateral, and how this cost is the responsibility of the homeowner. Foust believes that money is being wasted and is wondering why it needs to be done now. Why can't homeowners wait until it is necessary? This will not affect anyone else. Foust asked the council to look at this code to see if it can be updated. Wyatt Gleissner (did not give address) Gleissner spoke about the lack of parking in Oshkosh and how individuals receive tickets and parking passes at an extra cost. Gleissner would like the Council to bring back alternative parking in Oshkosh. Matt Mikkelsen 906 Waugoo Ave., Oshkosh Mikkelsen spoke about the parking restrictions throughout Oshkosh. Mikkelsen is dissatisfied with these restrictions and would like most of the restrictions to be removed. Motion To Approve Paul Esslinger Second Kris Larson AYE:Kris Larson, Deputy Mayor Karl Buelow, Paul Esslinger, DJ Nichols, Jacob Floam 5 - 0 Passed COUNCIL DISCUSSION, DIRECTION TO CITY MANAGER & FUTURE AGENDA ITEMS Discussion and Direction to City Manager SeeClickFix a/k/a Connect Oshkosh Councilor Larson clarified the process and use of this app. Larson has since discovered that many residents are using this to complain and "tell" on neighbors. Larson is also concerned that inspectors are looking at violations that are not related to what is reported. City inspectors must respond to complaints and staff does not see the app as an issue. Councilor Nichols believes this is an education issue. Residents need to know that this app is to make sure that our residents are safe. Nichols believes that a correction in the culture is necessary. Councilor Floam is concerned that inspectors' time is being abused no matter what app is used. Floam likes the idea of limiting hours etc... of app complaints. Councilor Esslinger believes this is a good time (since an audit will be done) to evaluate this process. Community Development Director Nieforth confirmed that staff takes the recommendations of the Council and if there is an issue, staff will address it if the council asks. Process to Place Items on a Council Agenda\ Deputy Mayor Buelow read over the current process (as noted in the newsletter). Councilor Floam commented on how state, county, and city municipalities govern differently. Floam believes that any Council should be able to bring action items forward. Councilor Larson hopes we can find some way to define "what happens next". Councilor Nichols is very supportive of the process that is being proposed. Councilor Esslinger recalls that it was much easier for a Council member to get items on the agenda in the past. Council members discussed different variations and paths to getting items on the agenda (action/nonaction). All council members agree that a policy/process should be written. This topic will be held over until a full council and the new city manager are present.
