Most of the Common Council supports this resolution. The council also realizes this is a
one-time fix, and they hope that private relationships will develop and support future
improvements.

COUNCIL DISCUSSION, DIRECTION TO CITY MANAGER & FUTURE AGENDA ITEMS
Discussion and Direction to City Manager
Special Meeting with Oshkosh Taxpayers, Council, and City Staff Regarding Recent
Property Tax Bill (Esslinger)
Councilors Esslinger, Larson, and Floam want to hold a community meeting to
answer residents' questions.
Councilor Stephenson noted and wants the public to know that "we are there". If
someone has a question, please contact us." Oshkosh has a great
communication mechanism.
The council also discussed the details of holding meetings/ quorums, scheduling
individual meetings with State representatives, etc...
Procedure for Council Members to Place Items on a Council Agenda (Esslinger)
The council discussed the topic of getting items on the agenda. Mayor
Mugeruger distributed his suggestion/flow chart about getting items on the
agenda.
All Council members agree that there should be a formal policy and procedure
to get an item from the Council on the agenda.
Council members stated some specifics they would like to see in the process.
Interim City Manager Fitzpatrick pointed out to the Council that the current
process in place and has been in place is noted and addressed in a recent
newsletter.
Future Agenda Items, Meetings, and Workshops
Special Council Meeting, February 10, 2025, 1:30 p.m. at Becket's Restaurant
The Common Council discussed the requirements for recording meetings and
holding meetings with other Council members.
Mayor Mugerauer noted that this particular meeting was organized by a few
council members only.
Councilor Esslinger would like to hold a meeting with State Representatives,
Community Members, and other Council members to discuss specific issues and
his opinions on elections, running for office, residency requirements, etc...
The other members of the Common Council would like a meeting of this nature to
be held at a city building / public location.
The council noted and recognized that if any council member wants to meet
with any individual at any time, they can.
