HomeMy WebLinkAboutMinutes__________________________________ Plan Commission Minutes 1 May 20, 2025 PLAN COMMISSION MINUTES May 20, 2025 PRESENT: David Rucker, Council Member Buelow, Margy Davey, Karl Loewenstein, Ed Bowen, Kathleen Propp, Thomas Perry EXCUSED: Joshua Belville, Meredith Scheuermann, John Kiefer STAFF: Kimberly Gierach, Planning Services Director; Justin Gierach, Engineering Division Manager; Alyssa Deckert, Civil Engineering Supervisor; Brian Slusarek, Principal Planner; Jeff Nau, Planner; Katrina Malson, Office Assistant; Oshkosh Media Chairperson Perry called the meeting to order at 4:01 pm. Roll call was taken and a quorum declared present. Mr. Loewenstein arrived at 4:02 pm. The minutes of May 6, 2025 were approved as presented. (Davey/Buelow) Mr. Bowen arrived at 4:04 pm. I. PRELIMINARY PLAT FOR THE CREATION OF A 31-LOT SINGLE-FAMILY RESIDENTIAL SUBDIVISION EAST OF THE EASTERN TERMINI OF FARMINGTON AVENUE AND CHRISTIAN DRIVE, PARCELS 91250100000 & 91250160100 (FARMINGTON ESTATES PRELIMINARY PLAT) Site Inspections Report: Mr. Rucker, Mr. Buelow, Ms. Davey, Mr. Bowen, and Mr. Perry reported visiting the site. Staff report accepted as part of the record. Mr. Nau presented the staff report and recommends approval with the applicable findings and conditions. Mr. Perry opened up technical questions to staff. Mr. Buelow asked how the new street name was chosen. Mr. Nau stated after receiving no feedback for a name, he suggested one. Ms. Davey asked if the post office and City Clerk’s office have been notified. Mr. Nau stated they are both part of the review process for the final plat. __________________________________ Plan Commission Minutes 2 May 20, 2025 Ms. Propp wanted clarification on the northeast parcel. Mr. Nau stated the city needs to maintain the ditch just east of the parcel, so it cannot be sold as a buildable lot. Mr. Rucker wondered who the developer would be. Mr. Nau stated the developer will be the City. Request for proposals (RFP) will be sent out to area builders. Mr. Perry opened public comment and asked if the applicant wanted to make any statements. City staff did not have any more comments. Mr. Perry asked if any members of the public wished to speak. There were none. Mr. Perry closed public comment. There was no closing statement from the applicant. Motion by Davey to adopt the findings and recommendation as stated in the staff report. Seconded by Propp. Mr. Perry asked if there was any discussion on the motion. There was none. Motion carried 7-0. II. GENERAL DEVELOPMENT PLAN AMENDMENT AND SPECIFIC IMPLEMENTATION PLAN FOR DUPLEXES AT 129 WEST 17TH AVENUE Site Inspections Report: Mr. Rucker and Ms. Propp reported visiting the site. Staff report accepted as part of the record. Mr. Slusarek presented the staff report and recommends approval with the applicable findings and conditions. Mr. Perry opened up technical questions to staff. There were none. Mr. Perry opened public comment and asked if the applicant wanted to make any statements. The applicant was in attendance and available for any questions, but did not make a statement. __________________________________ Plan Commission Minutes 3 May 20, 2025 Mr. Perry asked if any members of the public wished to speak. Sue Volkman, on behalf of her daughter who lives at 1752 Oregon Street, wondered about the recreational area, backyard size, and trespassing. Mr. Slusarek stated the open area for recreation is required by code. For the southern duplexes the backyards are 27.3’, where code requires 25’. Code requires a bufferyard, so the applicant has the option of doing fencing or landscaping. The plan shows they are using landscaping. Mr. Perry closed public comment. There was no closing statement from the applicant. Motion by Davey to adopt the findings and recommendation as stated in the staff report. Seconded by Buelow. Mr. Perry asked if there was any discussion on the motion. There was none. Motion carried 7-0. III. APPROVE AND SUBMIT WISCONSIN DEPARTMENT OF NATURAL RESOURCES 2024 STORM WATER PROGRAM ANNUAL REPORT Staff report accepted as part of the record. Ms. Deckert presented the staff report and recommends approval. Mr. Perry opened up technical questions to staff. Ms. Davey wondered if street sweeping is done up to the curb. Ms. Deckert stated up to the curb unless there are vehicles in the way. Mr. Loewenstein wondered if the city allows the dumping of grass clippings into drainage canals that flow into the lake. Ms. Deckert stated this is something the city will look into. Ms. Propp had concerns will the city’s fall leaf collection techniques. Mr. Perry opened public comment and asked if the applicant wanted to make any statements. City staff did not have any more comments. __________________________________ Plan Commission Minutes 4 May 20, 2025 Mr. Perry asked if any members of the public wished to speak. There were none. Mr. Perry closed public comment. There was no closing statement from the applicant. Motion by Davey to approve and submit the report. Seconded by Buelow Mr. Perry asked if there was any discussion on the motion. There was none. Motion carried 7-0. IV. RECOMMENDATION PERTAINING TO ACQUISITION OF VACANT PROPERTY LOCATED AT EAST TERMINUS OF WINDSONG TERRACE (PARCEL 91347060000) Site Inspections Report: No one reported visiting the site. Staff report accepted as part of the record. Mr. Nau presented the staff report and recommends approval with the applicable findings and conditions. Mr. Perry opened up technical questions to staff. Mr. Buelow wanted clarification of the future use of the lot. The southern portion would be used for the street and the rest would be divided into three (3) single family homes. Mr. Nau stated the lot is wide enough to divide into three (3) lots. Mr. Rucker asked about compensation for the lot. Mr. Nau stated the lot is for sale, the city put in and offer, and it was accepted Mr. Perry opened public comment and asked if the applicant wanted to make any statements. City staff did not have any more comments. Mr. Perry asked if any members of the public wished to speak. There were none. Mr. Perry closed public comment. There was no closing statement from the applicant. __________________________________ Plan Commission Minutes 5 May 20, 2025 Motion by Davey to adopt the findings and recommendation as stated in the staff report. Seconded by Buelow. Mr. Perry asked if there was any discussion on the motion. Ms. Davey and Mr. Perry spoke in support, as this creates another egress for this area. Motion carried 7-0.
