Downtown Oshkosh BID Board Minutes
April 15, 2025
Present: Megan Lang, James Evans, Marlo Ambas, Logan Jungbacker, Sandy
Prunty, Derek Mulloy, Andy Ratchman, Jim Stapel, Autumn Urban
Absent: Chanda Anderson, Barb Nelson, Carrie Olson
Staff: Collen Bies – BID Manager, Jessica Lomena – Events and Marketing
Coordinator, Sara Rutkowski – Assistant Community Development

I. Call to Order
Chairperson Lang called the meeting to order at 8:02 a.m. A quorum was
declared present.
II. Introduction of New BID Manager
Table Introductions were held to introduce the new manager.
III. Police Report for Downtown
There was no police officer present, Rutkowski will reach out to Oshkosh
PD.
IV. Approve Minutes of the March 18, 2025 Meeting
Motion approved (Prunty, Ratchman)
V. Review next steps for Instagift Gift Card Program
Discussion was held concerning the process and switch to the program.
The process will be opt-out, not opt-in and Colleen and Kris will work on
it moving forward. The next step will be form completion and be sure to
get rid of the current program so they aren’t competing with each other.
VI. Discuss Non-profit Status
VII. Algoma Alley Lights Cost Discussion

Discussion was held as to where can other lights go. The board would like to
add more lights to other locations (gardenia and the grand). Rutkowski will look
into what legal documents were needed to proceed at Algoma Alley and what is
needed to move forward with the other two locations.
VIII. BID Manager and BID Committee Reports
Events
Lomena discussed the Wine walk (may 3), more marketing, Downtown Music in
the Square and Chalk walk.
Beautification
Tulips are popping up in the square. Flower pots will be here by May 1st. Kay
Qualley is designing on paper the flower design in the downtown.
MemberCo
Discussion was held that it is going well and they use the opportunity to talk
about events, things that are going on with the downtown
Marketing and Communications
Discussion was held to work with Colleen to create a more streamlined plan.
IX. Board Member Comments
- Reminder the biggest money-making events are the wine walk – so please
share
- Big thank you to Jess for assisting so much for the last month, stepping up
and filling the void
- Seagull mitigation program is starting next week (oil eggs)
- Bill will do a report on the Farmer’s Market
o Having a raffle this year and asking BID to assist with a prize
o In need of extra funding
o End of June through August (during Farmer’s Week)
o Sell 1000 tickets
o They are requesting assistance in promoting the raffle and putting
together of the package
o Around $500 value
- Parking (Kris Larson)

o Passport – new program
o Downtown passes for downtown lots (daily, monthly, yearly)
- Banners
o Window Genie will go out and look at the locations to see what might
be the issue for the banners coming down.
