HomeMy WebLinkAboutItem I PLAN COMMISSION STAFF REPORT MAY 20, 2025 ITEM I: PRELIMINARY PLAT FOR THE CREATION OF A 31-LOT SINGLE-FAMILY RESIDENTIAL SUBDIVISION EAST OF THE EASTERN TERMINI OF FARMINGTON AVENUE AND CHRISTIAN DRIVE, PARCELS 91250100000 & 91250160100 (FARMINGTON ESTATES PRELIMINARY PLAT) GENERAL INFORMATION Petitioner/Owner: City of Oshkosh Actions Requested: The City is requesting the approval of a development plan for a 31-lot, single-family residential land division/preliminary plat. Applicable Ordinance Provisions: Requirements governing platting are located within Article XIII, Subdivisions; Sections 30-441 through 30-446 of the Zoning Ordinance. Background and Property Location: In March of 2022, the City had a consultant prepare A Place in Oshkosh: A Housing Needs Assessment and Strategy Plan. The assessment identified a severe shortage of current and future affordable housing options for residents. Recently, the City purchased two adjacent vacant tracts of land for a single-family, workforce housing development. Workforce Housing is housing affordable to households earning between 60% and 120% of Winnebago County’s Area Median Income (AMI). The latest AMI from 2023 for Winnebago County is $70,720. The land, purchased with ARPA funds, will be used to create a 31- lot, single-family subdivision. Community Development Block Grant (CDBG) funds will be used for site preparation and utility construction. With most of the up-front and site preparation expenses covered by federal funding, the cost for the housing development will be lower than traditional private developments. The subject site consists of two similarly- sized lots: A 5.5-acre lot located east of Farmington Avenue and to the south, a 5.7-acre lot east of Christian Drive. Both lots are undeveloped and are zoned Single Family Residential-5 (SR-5). The Comprehensive Land Use Plan Map for the southern lot was amended in April of 2025, changing the recommended use from General Commercial to Low-Density Residential to match the north lot and accommodate Site Location Page 1 Item I – Farmington Estates Preliminary Plat – Farmington Avenue/Christian Drive the development. In early May, the zoning designation of the north lot was amended from Single Family Residential-9 (SR-9) to SR-5 while the south lot was amended from Suburban Mixed Use (SMU) to SR-5. Both zoning amendments match the zoning designation of the Vinland Farms Subdivision to the west. Area residents were invited to a neighborhood meeting hosted by the City on January 22, 2025. Residents were able to review the proposed plat, ask questions and raise concerns regarding the development. The chief concern was the proposed lot widths being too narrow. The City had the plat revised to increase lot widths to a 60-foot minimum which is consistent with subdivisions to the north and west. The surrounding area has a wide range of developments. Single-family neighborhoods are located to the north and west, multi-family residential uses are located to the south while commercial uses are located to the east along the Jackson Street Corridor. The proposed single-family lots range in size from 8,250 square feet (0.189 acres) to 14,038 square feet (0.322 acres). Interior lot widths range from 60 feet to 75 feet, corner lot widths are 81 feet to 92 feet and all cul-de-sac lots meet the 60-foot minimum width at the 25-foot front yard setback. Lot depths range from 120 feet to 171 feet. All lots meet the minimum SR-5 size requirements in regard to width (60-foot minimum), depth (100-foot minimum), and area (7,200 square foot minimum) and are not out of character with the developments to the north and west. With the proposed dwelling unit total of 31 units on the 11.169-acre area, the density for the development is Page 2 Item I – Farmington Estates Preliminary Plat – Farmington Avenue/Christian Drive considered low at approximately 2.78 units per acre (one unit per 15,694 square feet). The SR-5 zoning district has a maximum density of approximately 5 units per acre or one unit per 8,712 square feet. The proposed plat includes new right-of-way dedications. Farmington Avenue will be extended approximately 475 feet east ending with a 50-foot radius cul-de-sac. Christian Drive will be extended eastward approximately 625 feet then turn north as a new 305-foot north-south street named Jayden Way which will connect to Farmington Avenue. The plat includes a 0.8-acre area (Outlot 3) for parkland dedication. The recently updated Comprehensive Outdoor Recreation Plan (CORP) identifies a lack of park services in this area of the City. The proposed dedication will allow development of a neighborhood park that can serve the new subdivision as well as existing residents to the north, south and west. Page 3 Item I – Farmington Estates Preliminary Plat – Farmington Avenue/Christian Drive The Department of Public Works has reviewed availability of City utilities to serve the development. They reported that City water and sanitary sewer can be extended from Farmington Avenue and Christian Drive. Storm water grading and management plans are in development. Outlot 2 located at the east central area of the plat will be used for a detention pond. City Police and Fire Departments have reviewed the plan and have not indicated any problems relative to servicing the proposed development. The Oshkosh Area School District has been notified of the proposed subdivision and has not responded with concerns about being able to accommodate potential increases to the student population. After preliminary plat approval, the City will submit the Final plat for review and approval. After final plat approval, the City is expecting to break ground for utility construction in late 2025. Staff supports this development as a positive opportunity to address housing identified in the Housing Needs Assessment report. The proposed plat will utilize two large infill lots that may otherwise remain vacant due to economic challenges to develop the sites. RECOMMENDATIONS/CONDITIONS Staff recommends approval of the 31-lot Farmington Estates Preliminary Plat as proposed.
