BILLS It is recommended that the bills, as audited and presented by the Director of Finance, be approved for payment. 2. CELEBRATION OF LIGHTS Request permission to grant approval to the Celebration of Lights Committee to utilize Menominee Park and facilities from November 15, 2004 through January 1, 2005, for the Third Annual Celebration of Lights event, in accordance with the attached memorandum from Parks Director Tom Stephany. 3. JEFFERSON ELEMENTARY SCHOOL PARADE Request permission to grant approval to Jefferson Elementary School to utilize city streets and facilities on Thursday, November 11, 2004 (rain date November 1 ih at 10:00 a.m.), from 1 :00 p.m. to 2:00 p.m., for their All-School Parade, in accordance with the attached letter of request. Wollangk, City Manager & Members of the Common Council , .À ~ Tom Stephany, Director ofParks~ November 5, 2004 Celebration of Lights FROM: DATE: RE: On behalf of the Celebration of Lights Committee, I would like to request that the Common Council grant use of Menominee Park for the third annual Celebration of Lights. The event will be held from November 24, 2004 through January 1, 2005. Set-up will begin on November 15th. As has been well documented, the Celebration of Lights has been a huge success, a positive attraction, and has made the City of Oshkosh a destination for many visitors. Robert Becker Principal (920) 424-0165 Oshkosh Area School District Jefferson Elementary School 244 West 11th Avenue - Oshkosh, WI 54902 Mr. Richard Wollangk Oshkosh City Manager 215 Church Avenue Oshkosh, WI 54901 Dear Mr. Wollangk, Jefferson Elementary School has received a grant from Special Opportunities for Artists in Residence (S.O.A.R.) to bring artist Joan Mosling to our school to help our students make giant parade puppets, banners, masks, and festival trappings so they can perform in the Oshkosh Holiday Parade. Since just our second through fifth grade students are old enough to walk in the parade, we would like to do an all-school parade during the school day for the entire Kindergarten through fifth grade population. After speaking to Sergeant Tim Bakri from the Oshkosh Police Department, I have learned that if we get the go-ahead from you, he will close off the street in order to keep our students safe. We would like to run our parade on Thursday, November 11 th at 1 p.m., with a rain date of Friday, November 12th at 10 a.m. We'd like to begin at the Jefferson playground, proceed down 11 th Avenue, and stop at Ohio Street. We would then turn around and head back down 11 th directly back to school.
