1. CITY’S NEW PARKING SYSTEM, PASSPORT, LAUNCHES MONDAY: The City’s new
digital parking permit system, Passport, is going live! This new initiative will streamline the
parking permit process and enhance user convenience. The ability to purchase on-street
parking permits and parking permits for City-owned lots will be live on Monday, April 14th.
The launch of hourly paid parking areas on High Avenue and
Osceola Street will occur on July 1st. More information, with links to
setting up an account and step-by-step guides, pricing structure,
and much more can be found in the full press release and the
corresponding FAQ document.
Oshkosh joins the ranks of neighboring cities like Green Bay and
Appleton, modernizing parking management by prioritizing user-
friendly, efficient parking solutions. This initiative underscores the
City’s commitment to utilizing technology to enhance civic services
while meeting the needs of our residents and visitors. Oshkosh will
provide ongoing updates on improvements in City services.
2. CITY REVIEWING PARKLAND NEEDS AND POTENTIAL UPDATES TO PARKLAND
DEDICATION REQUIREMENTS: In December 2023, the City entered into an agreement
with Ehlers Public Finance Advisors to review and recommend updates to the requirements
of Oshkosh Municipal Code Chapter 30, Article XIII, “Subdivisions,” regarding dedication
of parkland or a proportional payment in lieu of such dedication. In addition, the agreement
included that Ehlers would perform a feasibility analysis for a potential park impact fee. This
review and analysis had been requested by Advisory Park Board, Plan Commission, and
Common Council members. These items were last updated in 2003.
Staff in the Community Development and Parks Departments have been working with
Ehlers on this process. Due to staff turnover, the project has focused on the parkland
dedication; the feasibility analysis of the impact fee will resume in the near future.
Past updates to the Comprehensive Outdoor Recreation Plan (CORP) have indicated that the
City-owned parkland acreage is lower than the national standard recommended by the
National Recreation and Park Association (NRPA) and that the City should review the
requirements of Chapter 30. As part of their review, Ehlers surveyed a number of
communities in the region and state to compare their requirements with those of the City of
Oshkosh. All of this information will be presented to the Advisory Park Board by Ehlers
staff at the Monday, April 14th meeting. Any recommendations from the Advisory Park
Board will then be provided to both the Plan Commission and Common Council for
consideration.

3. INFORMATIONAL LETTERS SENT TO PROPERTY OWNERS REGARDING 2025
CONSTRUCTION PROJECTS: Informational letters regarding the 2025 street
reconstruction and utility replacement projects have begun to be sent to property owners
whose properties may receive special assessments related to these construction projects.
In addition to information about the construction, these letters include information about
having their water service lines inspected, the e-mail updates property owners can sign up
for, and general information about special assessments.
The 2025 street reconstruction and utility replacement projects include:
• Nebraska Street (West 15th Avenue to West 9th Avenue)
• West 16th Avenue (Nebraska Street to Oregon Street)
• Bay Shore Drive (Broad Street to Mill Street)
• Bay Street (Bay Shore Drive to the Fox River)
• Waugoo Avenue (Rosalia Street to Lake Winnebago)
• Sweet Street (Waugoo Avenue to Babbitz Avenue)
• West 15th Avenue (Ohio Street to Oregon Street)
• Central Street (West New York Avenue to West Bent Avenue)
• Michigan Street (West 7th Avenue to West 11th Avenue)
• West 11th Avenue (Ohio Street to Michigan Street)
• National Avenue (North Lark Street to North Sawyer Street)
• North Lark Street (Witzel Avenue to Southland Avenue)
• Faust Avenue (North Lark Street to North Sawyer Street)
