City of Oshkosh introduces comprehensive digital parking permit system
OSHKOSH, Wis., April 11, 2025 – The city of Oshkosh announces the adoption of a new digital parking
permit system developed by Passport Labs. This new initiative will streamline the parking permit process,
enhance user convenience, and bolster city parking management efficiency, reducing the need for manual
processing. Some basics about the new system:
• The new digital platform allows users to apply for, purchase, and manage permits online,
eliminating paper-based systems.
• Permits will be virtual, linked to vehicle license plates.
• Transactions require a credit or debit card and an email address.
Key Rollout Dates:
• April 14, 2025: Ability to purchase on-street parking permits and parking permits for city-owned
lots via the Passport system.
• July 1, 2025: Launch of hourly paid parking areas on High Avenue and Osceola Street.
Pricing Structure:
• City-Owned Parking Lots: $3.00 Daily Pass, $30.00 Monthly Pass, $360.00 Annual Pass
• Street Parking: $10.00 Monthly, $120.00 Annual
o 3-Month Permit: $30.00 (valid only in the "University Parking Area")
o 9-Month Permit: $90.00 (valid only in the "University Parking Area")
▪ Boundary Details: The area designated as the "University Parking Area" extends
from Jackson Street at the Fox River to Congress Avenue, encompassing various
streets. A map is available here.
▪ Hourly parking on High Avenue and Osceola Street: $1.25 per hour
Getting Started:
• Set up an online account at https://oshkoshwi.cmrpay.com/, or text PARK to 30843 for a link.
• Link existing permits and manage them with ease.

Additional information:
• Business owners can issue parking codes to clients for complimentary parking.
• Current green daily paper permits remain valid until August 31, 2025.
• Parking fines: Pay or appeal citations at https://oshkoshwi.rmcpay.com/
• Temporary overnight on-street parking: Temporary overnight on-street parking permission can be
obtained online from the Oshkosh Police Department at
https://www.oshkoshpd.com/Parking/overnightparking.aspx.
• Cash transactions: Available at the Collections counter in City Hall, 215 Church Ave.
• Paper permits: Daily paper permits are no longer being sold. Daily permits for the permitted stalls
in the city parking lots must be purchased through the Passport Mobile App at
https://oshkoshwi.cmrpay.com/
• Paper permits that have already been issued:
o Daily paper permits will be valid until August 31, 2025. All paper daily permits will expire
on August 31, 2025.
o On-street 2am-5am parking permits already issued will be valid until the expiration noted on
the paper permit.
• Fees: Passport charges transaction fees and sales tax.
