HomeMy WebLinkAboutItem VIIIPLAN COMMISSION STAFF REPORT APRIL 15, 2025 ITEM VIII: APPROVAL OF THE PICKART PARK MASTER PLAN ACTION REQUESTED/BACKGROUND The Parks Department is requesting approval of the Pickart Park Master Plan which has been prepared by Rettler Corporation in cooperation with city staff, the Advisory Parks Board, and the Green Acres Neighborhood Association. Pickart Park is a 1.51-acre parcel dedicated to the City of Oshkosh as part of the Pickart Estates Subdivision development on West 9th Avenue, just east of Clairville Road. Rettler Corporation gathered public input during two sessions in 2024. After the first meeting on April 30th, 2024, it was determined that a playground, walking paths, shade covering, seating, green space, lighting, and a multi-use court should be included in the plan. Two conceptual site plans were produced from the input provided at that public meeting, along with cost estimates for each design. Those two options were presented at the second public meeting on September 25th, 2024. The public input from that meeting unanimously chose Concept #2. The Advisory Parks Board approved the Plan at its March 10th, 2025 meeting. Planning staff has reviewed the Plan and is requesting the Plan Commission make a determination that it is consistent with the City’s Comprehensive Plan. ANALYSIS The Pickart Park Master Plan was developed to provide clarity for future use of the park and to assist in implementing the ideas outlined within the Plan. The Plan is divided into seven sections with two appendix sections. Master Plan 1. Introduction 2. Site Analysis 3. Needs Assessment 4. Master Plan Development 5. Cost Overview 6. Conclusion 7. Meeting Notes The Pickart Park Master Plan is consistent with the goals listed in the recently adopted Comprehensive Outdoor Recreation Plan (CORP) calling for developing long-range master plans for parks within the system. This plan also does not have any conflicts with the City’s Comprehensive Plan or the Zoning Ordinance.
