Designer responsible to provide comment to each item below so as to identify what changes were performed, and where the chang e
can be found in the revised plan set. Please inform the reviewer when the revised plans and/or calculations have been upload ed for re-
review. All re-submitted plans shall be complete plan sets inclusive of any revised sheets. The electronic plan set shall consist of a
complete, single document (not a folder), with all plan sheets included in the order in which they are listed on the index, with proper
revision date affixed to each modified sheet.
SPS 361.31(2) - Designer shall identify plan revisions by a readily discernible means such as shading, highlighting, hatching or
clouding the changed areas prior to plan resubmittal. Failure to do so will delay review.
Division Project No. 22B2B
KEY ITEM(S):
SPS 302.31(1)(f) - Revised plans are required to be submitted to address the plan review comments and HOLD email. The fee
for a plan re-submittal received prior to a denial action is $75 + $100 submittal fee = $175. Include electronic index sheets
showing plan sheet revision dates, or update and/or include additional electronic files with their revision date on each. The
index shall be properly stamped and signed by the licensed Wisconsin professional that prepared the plans, or each of the
revised sheets shall be stamped, signed and dated by the licensed Wisconsin Professional if required by SPS 361.31(1). The
revised submittal shall be one bound electronic set in accordance with SPS 361.31 (2)(b).
SPS 361.31(2)(e) - Provide additional calculations or information to substantiate that the submitted plans conform to this
code:
Prior to plan resubmittal, the Supervising Professional shall identify on the building plans all fire barriers, fire partitio ns,
fire walls, smoke barriers, smoke partitions and horizontal assemblies and their related fire resistive fire ratings. Due to
the lack of identification on this building plan, this reviewer cannot verify whether or not there is need for additional fire,
smoke or other dampers, or fire rated swing door installation. Why are the doors identified on sheet A102 addressed
under notes 11 & 17 required to be fire rated? What fire rated assembly are they penetrat ing since the plans do not
address any fire rated wall assemblies. A Designer responsible to address prior to plan resubmittal.
The resubmitted plans have yet to fully address the original request above. Sheet A100, et al, has statements which
state “1 hr fire rated”, and “2 hr fire rated” which is not helpful when determining the use of the building and code
compliance. As previously stated, the fire rated assemblies shall be called out as to its type of assembly and fire
resistive rating such as, but not limited to, 1 hour fire barriers, 1 hr fire partitions; 2 hour fire walls, smoke barrier,
smoke partitions, etc. Additionally, what is a “smoke wall” as identified on sheet A100, et al? IBC 717.5.5 and
717.5.7 address smoke barriers and smoke partitions, respectively. The referenced “Smoke Walls” are not
identified in the code. Designer has yet to acceptably address.
Sheet M502, Note 11 references SPS 362.0707(1) -- Since most contractors do not have a set of codes available to
them for reference in the field, the designer shall be responsible to identify on the plans, or the specifications, how
the smoke damper is to actuate.
Sheet A102, Key Note 2 states “Existing window to be screwed shut from exterior with 6 stainless steel security screws,
on exterior side, caulk perimeter of sash and frame. See Detail 3/A201”. Similar wording is associated with Key Note 8,
et al. This action is NOT allowed. This action is in conflict with the installation instructions of the window
assembly’s manufacturer’s installation instructions. Additionally, such action reduces the listed tested efficiency of
the windows for their U-factor, causing them to be non-code compliant. Additionally, the Supervising Professional is
informed by this letter that all new windows that are included as part of the actions related to this plan shall be required to
meet IECC Table C402.4 for both U-factor and SHGC per IEBC 708, 811 & 908. Designer to address.
Per the plan re-submittal, Any reference on the plan sheet or in the specifications involving the use of screws to
the various window assemblies for fixing the windows shall be remove d. Additionally, there shall be NO TACK
WELDING associated with the window assemblies as referenced on sheet A102 footnote 18. The Department
does not recognize the installation of required assemblies, equipment and appliances as acceptable when they are NOT
installed per their listing or per the manufacturer’s installation ins tructions.
IBC 1611/SPS 362.1611 - Each roof portion shall sustain rain load, ponding instability, and controlled roof drain loads
applied. Review SPS Table 382.38-1 Item 12 & footnote J. Designer to address requirements for a secondary roof -drain
system which complements primary roof-drain system. Designer to modify roof loadings to address worst case roof loading
due to water. Calculations shall be provided to justify design. Note that the secondary discharge shall be separate from the
primary system, be directed to the ground surface AND be observable. Designer to address for all roofs of concern. See A105.
Calculations to be provided to justify scupper design prior to plan resubmittal.
The re-submitted plans show a new roof drain, and an overflow drain. SPS 382.36(11)(d)4. The openings of the
secondary roof drainage shall be not less than 2 inches and not more than 4 inches above the bottom opening of the
primary roof drain. Designer has yet to address the height of the secondary drain relative to the primary drain on the
building plans. Additionally, er SPS Table 382.38 -1, 12. Secondary roof drain Systems footnote J requires that
secondary roof drain system discharge separate from the primary system and where observable. The submitted plans
do not identify the location of the observable discharge. Designer has yet to acceptably address.
Our agency offers various worksheets and checklists for the Commercial Building Code at
https://dsps.wi.gov/Pages/Programs/CommercialBuildings that may assist you in preparing your submittal.

Department will review the resubmittal within 5 working days of receipt date. Identify plan revisions by a readily discernible means
such as shading, highlighting, hatching, or clouding the changed areas prior to plan submitting the revised plans. Failure t o do so may
delay review.
If the above requested information and/or plans are not received by the end of the day on Tuesday, March 4, 2025, this submittal
will be returned DENIED. No fees will be refunded, and a new fee, application form, and submittal of plans/specifications will be
required should you desire to continue with this project. The code in effect at the time of new submittal would apply.
