The meeting was called to order by Adam BellCorelli at 5:15pm Members Present: Adam BellCorelli, Koby Schellenger, John Zarbano, amd Todd Hutchison Members Absent: Karl Buelow, and Brian Wendt (Alternate) Staff Present: Julie Calmes – Director of Finance, Denise Edwards – Management Analyst, Darryl Eschete – Library Director ROLL CALL I. Citizen Input - (Up to the first 15 minutes of meeting – can be regarding any City Finance topic) • Darryl Eschete shared gratefulness of the Finance Department and all the assistance given to get him and his department onboarded with City financial procedures. II. Approval of October 2, 2024 Minutes • MOTION TO APPROVE: Koby Schellenger; 2nd John Zarbano • CARRIED: Approved unanimously, no added comments. III. Special Assessment Update • Briefly discussed the deferment policy. Public Works and Finance are working with the City Attorney to update the ordinance in March, report back to Long-Range Finance Committee in April. • Julie explained updates for the connection charges. Debt Update • Discussed the tax levy impact analysis and projection. • Showed the levy limit worksheet to help understand the areas of concern. • Viewed the debt analysis workbook for clarity. V. Next Meeting Date & Agenda Items – April 2, 2025 (updated early) • Parkland Impact Fee - Pushed back due to transition in the Community Development department. • Revisions to the Fund Balance Policy • Julie Explained the Fund Balance Analysis • Committee wants to change the meeting time from 5:15pm to 5:00pm • Committee would like to meet the new City Manager- Rebecca Grill VI. Calmes, Director of Finance RE: Real Estate Revaluation Policy Council Member Floam asked to have the exploration of a regularly scheduled real estate revaluation policy be put on the March 25, 2025 City Council agenda. He included a summary of what some other municipalities, of similar size to Oshkosh, do in regards to real estate revaluation based on his research. This document is included in this packet as well. During Council discussion, it was recommended that Council send this topic to the Long Range Finance Committee to discuss. Council’s goal is for staff to bring a recommended policy to this committee and that this committee could then send to Council before budget season. With this timeline in mind, we decided to add this item to Long Range Finance Committee’s April meeting as a discussion topic, with the plan of staff bringing a proposed policy to the Committee in June. Staff will work on gathering additional background information on the revaluation process to distribute during the April meeting.
