HomeMy WebLinkAboutPOLICE FIRE SPECIAL MEETING NOTICE 4.1.2025-AMENDED AMENDED PUBLIC NOTICE NOTICE IS HEREBY GIVEN that a Special Meeting of the Police and Fire Commission (PFC) will be held on Tuesday, April 1, 2025 at 8:00 a.m. in Room Anna M at the Oshkosh Convention Center (2 N Main St, Oshkosh WI), to consider the following: 1. Call to order. 2. Roll call by Secretary. 3. Appoint a Community Panel comprised of Rob Kleman (Oshkosh Chamber President and CEO), John Matz (Winnebago County Sheriff), Matt Richie (University of Wisconsin – Oshkosh), Stephanie Spence *(Advocate Aurora Oshkosh)*, and Kortney Jenks as recording secretary for the Community Panel, for the purposes of assisting the PFC in interviewing candidates for Fire Chief. The panel shall be limited-purpose governmental body and that this appointment is for the limited term of the current Fire Chief recruitment, with such appointment terminating upon adjournment of the Panel on April 1, 2025 unless extended by further action of the PFC. 4. Appoint a Technical Peer Panel comprised of Chris Carbon (City of Madison Fire Chief), Rebecca Grill (City of Oshkosh City Manager), Eric Rasmussen (Winnebago County Emergency Management Director), Dean Smith (City of Oshkosh Police Chief), and John Fitzpatrick as recording secretary for the Community Panel, for the purposes of assisting the PFC in interviewing candidates for Fire Chief. The panel shall be limited-purpose governmental body and that this appointment is for the limited term of the current Fire Chief recruitment, with such appointment terminating upon adjournment of the Panel on April 1, 2025 unless extended by further action of the PFC. 5. Appoint an Employee Panel comprised of Mike Hotter (Police Lieutenant), Bret Krajnik (Fire Captain), Adam Krause (Building Systems Inspector), Sara Rutkowski (Assistant Community Development Director), and Dani Hoeper as recording secretary for the Community Panel, for the purposes of assisting the FPC in interviewing candidates for Fire Chief. The panel shall be limited-purpose governmental body and that this appointment is for the limited term of the current Fire Chief recruitment, with such appointment terminating upon adjournment of the Panel on April 1, 2025 unless extended by further action of the PFC. 6. Convene Panels. 7. Discussion of the interview process with the PFC and the three panels. 8. Panels will move to go into closed session 9. The PFC will move to go into closed session CLOSED SESSION The Police and Fire Commission (PFC) may convene into closed session pursuant to Section 19.85(1)(c) of the Wisconsin State Statutes when considering employment of a public employee over which the Police and Fire Commission has jurisdiction and exercises responsibility; under Section 19.85(1)(e) of the Wisconsin Statutes, where competitive or bargaining reasons require a closed session; and Section 19.85(1)(f) of the Wisconsin Statutes for consideration of the social or personal histories of specific persons, which if discussed in public would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories, specifically, to: • Receive questions and benchmarks for Fire Chief interviews; • Move to assigned meeting room to interview finalists for the Fire Chief position; • Review Meet and Greet feedback; • Review Police and Fire Commission panel interview results; • Discuss candidate interviews with Community Panel; • Discuss candidate interviews with the Employee Panel • Discuss candidate interviews with Technical Peer Panel; and • Discussion of all panel feedback and interview results, and provide direction to Human Resources staff on next steps. 10.
