HomeMy WebLinkAboutTransportation Committee Staff Report 4.8.25 (final) Old Business New Business 1. A request for a stop-sign at the intersection of Nevada Avenue and Oak Street. (Wendy Hielsberg – wkhielsberg1@gmail.com) 920-379-6573) Current Condition – Oak Street yields to Nevada Avenue. A resident near this intersection has witnessed several accidents here in recent year. I researched the crash history and there have been 4 crashes in the last 2 years. All of those crashes were the direct result of a failure to yield. The warrants for stop signs are as follows: • Three or more right angle accidents in a twelve-month period or five or more right angle accidents in a 2-year period. • 3,000 or more vehicles per day entering the intersection • A severe sight distance problem. Although, this intersection doesn’t quite meet the crash warrant requirements as stated, it is very close. Converting the intersection from a yield to stop controlled is likely to reduce the volume of crashes. If approved, Oak Street will stop instead of yielding to Nevada Avenue. I recommend approval. 2. A request to remove the loading and no stopping, standing, waiting zones on Custer Avenue. (Current Condition – Loading zone, west side, from 525’ north of New York Avenue to Custer Avenue, and no stopping, standing, waiting, west side from New York Avenue to 525’ north of New York Avenue). The former Merrill School is demolished and these school related restrictions are no longer needed. We will monitor the new use of the site to see if different restrictions are warranted in the future. I recommend approval. 3. A request to update/remove the parking restrictions on Winnebago Avenue in front of the former Washington Elementary School. The former Washington Elementary School is closed therefore; these parking regulations are no longer relevant. We will monitor the new use of the site to see if different restrictions are warranted in the future. (Current Condition – No parking, stopping, Transportation Committee Staff Report Arpil 8th, 2025 standing, waiting, south side, from the western property line of Washington School to 125 feet east, between 7:00 a.m. and 4:00 p.m. on school days. No parking, north side, from 525 fee east of Bowen Street to 1,115 feet east of Bowen Street, between 7:00 a.m. and 4:00 p.m. on school days. Loading zone, sough side, from 125 feet east of the westerly property line of Washington School between 7:00 and 4:00 p.m. on school days. 4. A request to convert 4 stalls (# 25-28) from free 2- hour to permit parking in the 300 East lot. This is a request from permit holders. There is high demand for permit stalls in this lot. Based on my daily audits, there is still enough free 2-hour parking in this lot. These stalls will also be available for users who may want a daily permit in this lot. 5. A request to convert 7 stalls (# 5 – 11) from free 2-hour to permit parking in the 300 West lot. This is a request from staff to accommodate 4 to 5 Oshkosh Police Department vehicles who will be staffing the new Downtown Oshkosh Station. Stalls number 5 through 9 would be OPD staff permitted stalls; Stalls 10 and 11 would be general permit. I have heard from permit holders previously that there is a desire for a bit more permit parking in this lot. Converting these 7 stalls to permit parking will allow the public to utilize the extra 2 stalls via daily/monthly or annual permits. Based on my audits, there will still be plenty of free 2-hour parking in this lot. I recommend approval. 6. Review/Report on the top 10 Crash Locations in the City of Oshkosh in 2024. Please see the attached crash report and associated maps. Staff Statements ❖ Update on paratransit service hours – The city council has approved the hours that the committee recommended. Effective April 1, 2025, paratransit hours will be from 6 a.m. to 10 p.m. Monday through Saturday and 7 a.m. to 3 p.m. Sunday. We are working on educating stakeholders.
