PERMISSION TO START CONSTRUCTION

The Department of Commerce has received construction plans for review for the subject project, submitted in
accordance with the provisions of Comm 61.32, accompanied by the owner's request to begin construction work on
the Footings and Foundations prior to Departmental review and approval.
This letter will serve as the department's pemrission to the local building officials to allow construction of the
Footings and Foundations, only, for the subject project prior to review and approval by this department
NO REVIEW OF THE SUBMITTED DOCUMENTS HAS BEEN UNDERTAKEN BY THE
DEPARTMENT AT THIS TIME FOR CODE COMPLIANCE.
In accordance with the provisions of the owner's signed request to begin construction prior to departmental review
and approval, the owner will be required to make any changes after the plans have been reviewed, and to remove or
replace non-code complying parts of the foundations and/or footings.
Prior to the start of construction, all applicable building permits should be obtained nom the local authorities having
jurisdiction in accordance with local laws and ordinances Nothing in this approval limits the power of
municipalities to make, or enforce, additional or more stringent regulations, providing the regulations do not conflict
with this code or any other rule of the department, or law.
DEPARTMENT CONDITIONS
1.
If this project is in an unsewered area, a sanitary pennit must be obtained prior to the issuance of a local
building pennit.
This permission is only for footing and foundation work. Construction of the remainder of the building shall
not take place prior to departmental review and conditional approval of the construction plans.
If this construction project will disturb 5 or more acres ofland, an Erosion Control Notice ofIntent (NOI) shall
be filed with the department. Optionally, you may also file an NOI for projects disturbing I to 5 acres in order
to comply with additional federal EP A requirements that became effective for such smaller sites effective on
March 10, 2003.

4. This "Permission to Start" does not include permission to install any underground plumbing, including
sanitary/storm sewers, or water or mains. All projects needing submittal per Comm Tables 82.20-1 &2 must
have complete plumbing plans, application, & fe,s sub.mitted and approved prior to commencement of any

The submittal described above has been reviewed for conformance with applicable Wisconsin Administrative Codes
and Wisconsin Statutes. The submittal has been CONDITIONALLY APPROVED. The owner, as defined in
chapter 101.01(10), Wisconsin Statutes, is responsible for compliance with all code requirements.

application form including this transaction nwnber and signed by the building designer, and $100 submittal fee
to Safety & Buildings, P.O. Box 7162, Madison WI 53707-7162.
Reminders
IECC 10l/Comm 63.010l/Comm 63.0002(2) This building is approved as an unheated storage building.
Should the owner wish to heat this building at a future time, building alteration plans shall be required to be
submitted and conditionally approved. The plans shall demonstrate building envelope compliance. After such
action, HV AC plans would then be required to be submitted and conditionally approved prior to HV AC
equipment installation.
mc 412.2.1 Provide imaginary line 30 feet from exterior of the building.
mc 412.2.3 Floor shall be graded and drained to prevent water or fuel from remaining on the floor. Oil
separator shall be provided.
mc 2902.1 Since this building lacks toilet facilities, it is approved as unoccupied storage only. This approval
does not include future toilet room shown on the plan. Alteration submittal is required for toilet room built up.
Comm 62.1109(13)(a) Controls, operating mechanisms and hardware intended for operation by the occupant,
including switches that control lighting and ventilation, and electrical convenience outlets, in accessible spaces,
shall be accessible in compliance with the requirements ofICC/ANSI AI17.1.

Safety & Buildings has not reviewed this Seismic Design Category A or 1 story building for IBC chapter 16
seismic requirements.
IBC 1003.3.1.8.3 Door handles, latches, pulls, locks and other operating devices are required to be installed at
a minimum height of34 inches and a maximum of 48 inches above the floor.
Comm 61.36(1)(a) & (b) This approval will expire 2 years after the date ofthis letter if the building shell is not
closed in within those 2 years. Also, this approval will expire 3 years after the date of this letter if the work
covered by this approval is not completed and the building ready for occupancy within those 3 years.

IBC 311.2 This building is classified as Group Sol, Moderate Hazard storage.
ICC/ ANSI A117.1 Sec. 303.4 Changes in level greater than II, inch shall be ramped to comply with Sections
405 or 406.
A copy of the approved plans, specifications and this letter shall be on-site during construction and open to
inspection by authorized representatives of the Department, which may include local inspectors. If plan index sheets
were submitted in lieu of additional full plansets, a copy of this approval letter and index sheet shall be attached to
plans that correspond with the copy on file with the Department. All permits required by the state or the local
municipality shall be obtained prior to commencement of construction/installation/operation.
In granting this approval the Division of Safety & Buildings reserves the right to require changes or additions should
conditions arise making them necessary for code compliance. As per state stats 101. 12(2), nothing in this review
shall relieve the designer of the responsibility for designing a safe building, structure, or component.
